More than 90% of contract value completed
Resettlement Area B5 in Thuan An New Urban Area (Thuan An Ward, Thuan Hoa District) has a scale of 4.6 hectares, arranged with about 145 land lots, with a total investment of 133 billion VND, invested by the Project Management Board (PMU) of Thuan Hoa District Investment and Construction.
The project started in November 2023 and is expected to be completed in October 2024 by the joint venture of Vinaco Investment and Development Joint Stock Company - Fecon Infrastructure Construction Joint Stock Company - Thanh Ngan Company Limited - Nam Hai Group Company Limited, with the goal of investing in a resettlement area to serve the coastal road project and the bridge across Thuan An estuary.
According to the reporter's records, up to now, the resettlement area project has reached more than 90% of the contract value with a series of completed items such as sidewalks, drainage, trees, lighting and some internal roads in the resettlement area are being paved.
The plot division has also been carried out. About 10 households have built houses, with spacious infrastructure creating a “new street” corner in the resettlement area.

Will be enforced
According to the Thuan Hoa District Development Center, this unit has handed over 97% of the entire project to the investor, including agricultural land, residential land and public land, to start construction. However, site clearance work still has many problems.
The B5 resettlement area has an area of 4.62 hectares, mainly aquaculture land of more than 3 hectares and specialized water surface land of more than 1 hectare, the rest is urban residential land, traffic, and cemetery land. To build this resettlement area, 50 households are affected. Of which, 28 households have residential land and assets on the land, 22 households have agricultural land; 9 households must be resettled, including 4 main households and 5 secondary households. Up to now, the People's Committee of Thuan Hoa district has approved the decision to compensate for land and assets on the land for 50/50 households.
Regarding agricultural land, 22/22 households have received money and handed over the land. Regarding residential land, 20/28 households have received money and handed over the land. For the remaining 8 households that have not handed over the land, the Thuan Hoa District Development Center has sent notices 3 times and has coordinated with the People's Committee of Thuan An Ward twice to mobilize, however, the households have not yet agreed to hand over the land.
Of which, there are 2 plots of land belonging to Mr. Phan Van Riep and Phan Van Nguyen, with 4 households, the Center for Land Development has sent an official dispatch to the Investment and Construction Project Management Board of Thuan Hoa district requesting approval to adjust the scope of recovery.
In 2024, the Hue City Center for Land Use Rights (now the Thuan Hoa District Center for Land Use Rights) coordinated with the People's Committee of Thuan An Ward to mobilize and disseminate policies and legal regulations for households and individuals to receive compensation, support and hand over the land. However, the households still did not comply with the handover of the land.
The PTQD Center has submitted a proposal to the Department of Natural Resources and Environment and the Department of Urban Management to advise on the issuance of a decision to enforce land recovery and demolish houses for 3 individual households and is currently assessing the additional land compensation for 1 household. Currently, the relevant agencies are agreeing on the time to carry out the enforcement.
Previously, the Thuan Hoa District Resettlement Center also issued Notice No. 1031/TB-TTPTQD on the handover of land, relocation support policies; priority given to favorable resettlement locations for people whose land was recovered early to hand over land and resettlement land prices in the B5 resettlement area project of the infrastructure of the Thuan An New Urban Area, Thuan An Ward, including 4 main households and 5 secondary households. Currently, 4 households have agreed to hand over the land, including 4 main households and 5 secondary households. These households have all been allocated resettlement land. |
