According to ministries, branches and localities, Resolution No. 171 (which will take effect from April 1, 2025 and last for 5 years) allows pilot commercial housing projects on non-residential land through agreements on receiving land use rights or having land use rights. This is an important step forward, solving difficulties in accessing land and promoting sustainable real estate market development. The development of a Decree detailing the implementation of Resolution No. 171 is necessary to ensure its effectiveness.
Commenting on the contents of the draft Decree, representatives of ministries, branches and localities said that Resolution No. 171 has very clear regulations on space, scale, subjects and conditions for piloting. Therefore, the draft Decree needs to clearly stipulate the methods, order, procedures, records, responsibilities and specific authority of each agency for each case; supplement regulations on principles, criteria and priority order for selecting projects in the List of land areas planned for pilot projects to ensure publicity and transparency, and prevent the situation of asking and giving. Study and supplement transitional regulations, regulations on the responsibilities of project investors in arranging social housing according to the law on housing, review and unify the concepts in the draft Decree. Further clarify the percentage of residential land area of the land plot or land plot expected to implement the project compared to the zoning plan, the percentage of residential land must be estimated according to national technical standards on construction planning to be close to the actual local situation.
Through the opinions of the delegates, Deputy Prime Minister Tran Hong Ha highly appreciated the efforts, The Deputy Prime Minister requested the Ministry of Agriculture and Environment to continue to synthesize and study the comments of relevant ministries, sectors, localities, organizations and individuals, focusing on completing the draft Decree.
