Focus on achieving growth targets from the beginning of the year

Reported at the meeting, Mr. Doan Van Thanh - Deputy Chief of Office of the Provincial People's Committee said that in the first quarter of 2025, the Provincial People's Committee has focused on directing the implementation of the 2025 Socio-Economic Development Plan, plans, tasks, and solutions to promote double-digit economic growth and develop science and technology, digital transformation in all sectors and fields. At the same time, Binh Duong is urgently implementing the arrangement and organization of the apparatus according to the roadmap, ensuring the principles of streamlining, effectiveness, and efficiency.

The province's socio-economic situation has achieved many positive results; most economic indicators have grown; total social development investment capital has increased quite well; budget revenue and expenditure are guaranteed according to estimates.

Overview of the Meeting

Specifically, Gross Regional Domestic Product (GRDP) is estimated to increase by 7.5% over the same period in 2024. Industrial production activities have many positive signals, export orders have increased. The industrial production index is estimated to increase by 7.51% over the same period in 2024.

The province has focused on resolving difficulties and obstacles, accelerating the implementation of power projects, relocating the power grid, ensuring sufficient electricity supply for daily life and production. The planning and investment procedures for new industrial parks have been accelerated; business operations in industrial parks have many advantages. Industrial parks have attracted 588 million USD in FDI capital, up 32% over the same period, with exports reaching 6.3 billion USD.

Trade and service activities achieved a good growth rate. Total retail sales of goods and service revenue is estimated at VND 92,845 billion, up 13.8% over the same period.

Import and export activities grew steadily. Export turnover reached nearly 8.6 billion USD, up 8.8%; import turnover reached more than 5.9 billion USD, up 10.3% over the same period.

Total social development investment capital is estimated at 34,578 billion VND, up 7.1% over the same period.

By March 23, 2025, the total disbursement value of public investment capital in 2025 reached 2.6% of the plan assigned by the Provincial People's Council and 4.5% of the plan assigned by the Prime Minister.

Regarding investment attraction, the province has attracted 630 million USD in foreign investment capital (3.2 times higher than the same period in 2024) and 31,000 billion VND in domestic registered capital (up 18.3%).

Binh Duong focuses on implementing the Provincial Planning for the period 2021 - 2030, with a vision to 2050; approving the Master Planning Task of Bac Tan Uyen Industrial Park 1, the zoning plan of Tha La Ecological Service Area; completing the Master Planning Project of Thu Dau Mot City and Di An City. At the same time, paying attention to removing difficulties for businesses and real estate projects; continuing to support investment procedures and construction of 13 social housing projects with a scale of 17.7 hectares, with 13,923 apartments. Preparing to establish a Basic Appraisal Council for the urban railway project No. 1 (Binh Duong New City - Suoi Tien, Ho Chi Minh City).

Along with economic development, social security work is ensured. Political security is maintained, social order and safety are stable; traffic accidents decrease by 03 criteria.  

09 key solutions for the second quarter of 2025

To strive for the highest possible growth, in the second quarter of 2025, Binh Duong proposed 9 key solutions. In particular, strengthening coordination with Party agencies and central ministries and branches to remove difficulties and obstacles for businesses. At the same time, effectively implementing solutions in accordance with the conclusions of the Prime Minister, the Politburo, and the Secretariat on focusing on strictly implementing the work of arranging and organizing the provincial apparatus.

Improve the quality and shorten the time of appraisal of investment projects. Implement trade promotion activities, international cooperation, attract capable domestic and foreign investors.

Mr. Nguyen Thanh Toan - Director of the Department of Finance spoke about reviewing, reducing and simplifying administrative procedures related to production and business activities.

Concluding the meeting, Mr. Bui Minh Thanh - Vice Chairman of the Provincial People's Committee requested departments, branches and localities to focus on implementing well the assigned targets and tasks, striving to achieve the growth target of 14% in the second quarter to make up for the first quarter in order to achieve the double-digit growth target in 2025. The Vice Chairman of the Provincial People's Committee emphasized that this is an extremely difficult task and must be strived to complete.
