More people will receive social insurance benefits from 2025
News from the Ministry of Labor, War Invalids and Social Affairs, the Social Insurance Law 2024, effective from July 1, 2025, has many new points with 11 chapters and 14 articles, an increase of 2 chapters and 16 articles compared to the current law.
The focus is on supplementing social pension benefits to form a multi-layered social insurance system.

The social pension floor inherits and develops partly from the regulations on monthly social allowances for the elderly who do not have monthly pensions or social insurance allowances.
The age for receiving social pension benefits is reduced to 75 years old (currently 80 years old).
People from poor and near-poor households only need to be between 70 and 75 years old to enjoy benefits.
Supplement monthly allowance for employees who are not eligible for pension and are not old enough to receive social pension benefits.
Accordingly, Vietnamese citizens who are of retirement age but do not have enough time to pay for pension (less than 15 years of payment) and are not yet old enough to receive social pension benefits (less than 75 years old) will receive a monthly subsidy in the form of contributions and free health insurance.
The condition is not to receive social insurance at one time.
The Law on Social Insurance expands the scope of compulsory social insurance participation to business owners of registered business households, part-time employees, non-professional workers at the commune, village, and residential group levels, etc.
