1. Standards for security guards in agencies and businesses
Standards for security guards in agencies and enterprises according to Article 6 of Decree 06/2013/ND-CP are as follows:
Vietnamese citizens aged 18 years or older; with a clear background; good political and moral qualities; with a high school diploma or higher (for mountainous, border, island, remote and isolated areas, a junior high school diploma or higher), with full civil capacity and good health to meet the requirements of security work. Priority is given to recruiting security forces who have worked in the People's Public Security and People's Army.
2. Duties of security guards in agencies and businesses
According to Clause 2, Article 10 of Decree 06/2013/ND-CP, the security force of other agencies and enterprises (not state agencies, enterprises, or political organizations) performs the tasks specified in Points a, b, c, d, dd, g, h, Clause 1, Article 10 of Decree 06/2013/ND-CP as follows:
- Implement professional measures according to the provisions of law and professional instructions of the police force to prevent, detect and stop violations of the law and regulations on protecting agencies and enterprises; promptly propose to the head of the agency or enterprise handling measures;
- Directly control people entering and leaving the agency or enterprise. When incidents related to security, order and safety of the agency or enterprise occur, it is necessary to organize the protection of the scene, protect the assets of the agency or enterprise, rescue victims, arrest criminals red-handed and immediately report to the nearest police agency;
- Implement regulations on fire prevention, fire fighting, and public order maintenance;
- Be the core in the movement of the whole people to protect national security in agencies and enterprises; build safe agencies and enterprises;
- Coordinate with the police of the commune, ward or town where the agency or enterprise is located in the work of grasping the situation, ensuring security, order and safety of the agency or enterprise; propose to the head of the agency or enterprise to develop regulations to protect the agency or enterprise, plans and measures to prevent and combat crimes and other violations of the law in the agency or enterprise;
- Coordinate with mass organizations in agencies and enterprises to propagate and disseminate laws to raise people's awareness; guide mass organizations to participate in protecting security, order and safety in agencies and enterprises;
- Perform other specific tasks to protect agencies and enterprises assigned by the head of the agency or enterprise in accordance with the provisions of law.
3. Powers of security guards in agencies and enterprises
According to Clause 2, Article 11 of Decree 06/2013/ND-CP, the security force of other agencies and enterprises (not state agencies, enterprises, or political organizations) exercises the powers specified in Points b, c, and d, Clause 1, Article 11 of Decree 06/2013/ND-CP as follows:
- While on duty, documents, goods, and vehicles entering and leaving the agency or enterprise are checked if there are signs of violating the law or violating the internal regulations of the agency or enterprise;
- Conduct verification of incidents occurring at agencies and enterprises according to the authority assigned by the head of the agency or enterprise or at the request of the competent police agency;
- Refuse to comply with illegal requests while performing security duties and must report to authorities for handling in accordance with the law.
