Many localities have completed paying bonuses to teachers according to Decree 73 before Tet, some places like Hanoi did it after Tet.

On January 16 and 17 , Tuoi Tre Newspaper published articles "Teachers anxiously await Tet bonuses" and "Looking forward to bonuses according to Decree 73", reflecting the fact that in some places teachers are anxiously awaiting bonuses according to Decree 73.

According to Tuoi Tre newspaper, by the afternoon of February 3, many localities had completed the bonus payment according to Decree 73.

Removing obstacles for autonomous schools

As of January 20 (before Tet holiday), many high schools in Hanoi have calculated and paid Tet bonuses to teachers according to Decree 73. The calculation of Tet bonuses for staff and teachers is based on the level of task completion.

According to secondary school teachers in the suburban district of Phu Xuyen, cadres and teachers who have completed their tasks excellently and well will receive a bonus of 5 - 6 million VND/person. Previously, the Tet bonus was quite "unstable", usually only about 1 - 2 million VND/person, with some years the bonus level being lower. At some high schools in the inner city, school leaders said that the Tet bonus for teachers fluctuated from 2.5 - 6 million VND/person.

However, when implementing Decree 73, Hanoi encountered difficulties because schools belonging to educational service units that are piloting the ordering of educational services from the 2023-2024 school year were classified as self-sufficient regular expenditure units and were not eligible for the bonus provisions in Decree 73. According to statistics, there are about 200 schools in this category in Hanoi.

Before Tet, more than 600 officials and teachers of the above schools submitted a petition to the City. The Department of Education and Training and the Department of Finance, based on the reality, proposed a solution and the Hanoi People's Committee accepted the plan to support bonus payments for officials and teachers of schools in the pilot service ordering program according to the provisions of Decree 73, with the bonus money taken from the city's budget. Teachers will receive this bonus after the Hanoi People's Council meets to pass the resolution.

Additional funds for bonus payment according to Decree 73

In Dak Lak, at the end of 2024, the Dak Lak Provincial People's Committee decided to supplement the budget with an amount of nearly 61 billion VND to pay bonuses according to the decree for civil servants, public employees, and armed forces in the locality.

The Dak Lak Provincial People's Committee has supplemented the budget for departments, agencies and three districts of Ea Sup, Buon Don and Krong Bong. The remaining 12 districts, towns and cities can arrange their own budget to implement Decree 73.

Of the 61 billion VND that has just been added, more than 3,700 teachers under the Department of Education and Training have been allocated more than 17 billion VND to pay bonuses according to Decree 73. The Department of Education and Training has deployed it to units and has paid bonuses to teachers.

For the three districts of Ea Sup, Buon Don, and Krong Bong, an additional 14.3 billion VND will also be used to reward teachers according to Decree 73.

Previously, the People's Committee of Buon Ma Thuot City had arranged a budget of more than 20 billion VND to pay out bonuses. Of this, the People's Committee of Buon Ma Thuot City had reserved more than 17 billion VND to pay out bonuses to teachers before Tet. Other localities in Dak Lak Province had arranged their own sources of bonuses, and most of them were also for education officials.

On February 3, information from the Department of Education and Training of Can Tho said that public schools here have completed the payment of bonuses to teachers according to Decree 73 before Tet. The funding to implement the bonus regime according to Decree 73 of 2024 of the Government for the education and training sector of Can Tho is implemented from the salary reform source of affiliated units. The total amount of bonuses paid is over 12 billion VND.

The reward level according to Decree 73 for teachers in schools in Can Tho has three levels: excellent performance, good performance and completion; probationary civil servants and labor contracts do not comply with this Decree.

A teacher working at a secondary school in Binh Thuy district said that with these three levels, each school will spend a different amount of money, based on the salary coefficient and the number of beneficiaries in each unit.

"In my school, excellent is over 6.4 million VND, good is over 5.8 million VND, complete is over 3.2 million VND". At another high school in Ninh Kieu district, level 1 is over 6.5 million VND, level 2 is over 5.4 million VND, level 3 is about 4.3 million VND.

Contract teachers, caterers, warm-hearted cleaning staff

Most teachers at schools in Da Nang received their bonuses under Decree 73 before Tet. Ms. Dang Thi Viet Ha, deputy head of the Department of Education and Training of Cam Le district, said that schools had completed the payment of bonuses under Decree 73 without any problems.

According to records, most schools pay bonuses according to general guidelines, with a rate of 10% of salary/year for each teacher, based on excellent task completion, task completion or position... However, the difference between groups is not significant.

Some schools apply their own bonus regulations. Many kindergartens choose to divide the bonus equally so that contract teachers, caterers, and cleaning staff - who are not eligible for bonuses according to regulations - can also receive a share, to share the joy of Tet.

Mr. Le Quang Hai, a teacher at Tuong Lai Special School (Cam Le district), said the school has been paying bonuses since December 2024.

"This is the first year that teachers of special needs children like us have received this Tet bonus, and everyone is touched. The school pays bonuses according to regulations, and at the same time, the principal wants to create cohesion, so the bonus levels between ranks and positions are not significantly different, mainly based on the classification of task completion," said Mr. Hai.
