Voters in Thanh Hoa province requested the Ministry of Education and Training to consider adjusting the teaching of integrated subjects at secondary school level to ensure effectiveness in teaching and learning activities and consistency with the high school education program.
Regarding this issue, the Ministry of Education and Training said: Resolution No. 88/2014/QH13 dated November 28, 2014 of the National Assembly on innovation of general education programs and textbooks clearly defined the content of innovation, including: "At primary and secondary levels, integrate related contents of a number of educational fields and subjects in the current program to form integrated subjects; streamline and avoid overlapping educational content, and reasonably reduce the number of subjects."
Pursuant to Resolution No. 88/2014/QH13, the Ministry of Education and Training issued Circular No. 32/2018/TT-BGDDT on the General Education Program (hereinafter referred to as the 2018 General Education Program) specifying the objectives and contents of Resolution No. 88/2014/QH13 of the National Assembly. The 2018 General Education Program for lower secondary schools has Natural Science integrated from Physics, Chemistry and Biology; History and Geography integrated from History and Geography to facilitate the exploitation of specific teaching contents comprehensively from many aspects.
The History and Geography program includes the History sub-subject and the Geography sub-subject, each sub-subject is designed according to its own content circuit, in which many related teaching contents are arranged close together to support each other; History content is integrated in suitable parts of Geography content and Geography content is integrated in suitable parts of History content.
The Natural Science program includes the following topics: Matter and its transformation, Living things, Energy and transformation, Earth and the sky. The topics are arranged mainly according to linear logic, combined to a certain extent with a concentric structure, and there are also some interdisciplinary and integrated topics to form general principles and laws of the natural world.
Identifying these as new subjects, the Ministry of Education and Training has guided schools to enhance innovation in teaching methods and testing and assessment in line with the orientation of developing students' capacity, which has been guided and trained by the Ministry of Education and Training for many years and this continues to be applied when teaching according to the new program. From the current program, the exploitation of lesson content from many aspects in an integrated direction (Geography knowledge in History lessons and vice versa, Chemistry and Biology knowledge in Physics lessons and vice versa) has been implemented for many years.
In addition, the Ministry of Education and Training has also provided guidance in Official Dispatch No. 5636 and provided training to all teachers teaching these two subjects nationwide. In particular, the assignment of teachers to teach Natural Sciences and History and Geography must ensure the appropriateness of the teachers' professional training and the assigned teaching content.
Specifically, in the Natural Science subject, teachers will be assigned according to the content streams of Matter and its transformation, Energy and transformation, Living things, Earth and the sky; it is not required that a teacher who is not yet professionally prepared must teach the entire subject program; the assignment of teachers who have been trained and professionally developed to teach from 2 content streams or the entire subject program must be carried out step by step, ensuring the requirements on the professional capacity of teachers to ensure teaching quality.
In addition, the Ministry of Education and Training also said that regular testing and evaluation are carried out during the teaching process; teachers who teach any content will conduct testing and evaluation for that content.
