During the meeting, the Chairman of the Provincial People's Committee requested Da Lat City to report focusing on socio-economic issues, budget collection, public investment disbursement; promote projects in the area; and arrange administrative units.

On behalf of the city's leaders, Chairman of Da Lat City People's Committee Dang Quang Tu briefly reported on the socio-economic development situation in the first quarter of 2025.

In the first quarter, agricultural production in Da Lat still ensured seasonal progress; annual crops were planted on about 3,786.3 hectares, reaching 24.8% of the plan and 99.5% over the same period; perennial crop area reached 6,358 hectares (an increase of 172 hectares over the previous year). Since the beginning of the year, there have been no outbreaks of disease in livestock and poultry.

The city has so far contracted forest protection with a total area of ​​16,699 hectares to 385 households and 3 organizations from the fund for forest environmental service payments. The number of violations of the Forestry Law detected and handled was 5 cases, an increase of 4 cases compared to the same period; the area damaged by deforestation was 787 m ² , an increase of 0.08 ha compared to the same period; the volume of damaged timber was 21.3 m ³ , an increase of 20.4 m ³ compared to the same period.

Comrade Nguyen Van Son - Vice Chairman of Da Lat City People's Committee reported on difficulties in some projects in the area.

In the fields of industry - trade - service, there was growth; the number of tourists to Da Lat city increased, the total number of visitors reached over 2 million, up 6% over the same period; of which, international visitors reached 184 thousand, up 39% over the same period; domestic visitors reached 1,911,000, up 3.29% over the same period; staying guests reached 1.58 million, up 6.2% over the same period.

In attracting investment, the city currently has 197 valid non-budgetary investment projects with a total registered capital of VND40,130.3 billion and a land use area of ​​4,659.96 hectares. In the first 3 months of the year, 2 projects terminated investment activities; 3 projects terminated operations; 1 project had a document approving the termination of operations. The city also has many projects proposing to attract investment.

Comrade Hoang Sy Bich - Director of the Department of Agriculture and Environment answered the recommendations proposed by Da Lat City during the working session.

In budget collection, the city is facing many difficulties, not ensuring collection progress, the main difficulty is from real estate revenue, due to some problems in implementing the 2024 Land Law. The city has focused on directing and synchronously implementing solutions to prevent revenue loss, speeding up the progress of auctioning houses and land according to approved addresses, and implementing tax collection projects in various fields.

As of March 30, the total budget revenue managed by the city was 347,396 million VND, reaching 14.74% of the year's estimate, equal to 83.32% over the same period.

Comrade Nguyen Van Gia - Director of the Department of Construction answered the recommendations proposed by Da Lat City in the working session related to the field under the department's responsibility.

In public investment disbursement, the city has established 3 working groups to focus on removing obstacles, inspecting and urging construction projects in the area. The public investment capital plan assigned in 2025 is 723,278 million VND, disbursed by March 30, 2025 is 49,695 million VND, reaching 6.87% of the plan.

The city is currently strengthening the management of public housing and land; has submitted for appraisal the zoning plan of the 765-hectare Central Area; and is reviewing and developing a plan to complete the task of covering the zoning plan on urban construction land.

To date, 22/25 zoning plans have been approved. For the 1/500 scale plan under the authority of the City People's Committee, from 2022 to present, 62 task files and detailed planning plans have been resolved and 5 plans are still being resolved.

The city is currently continuing to carry out the task of appraising and approving 6/6 detailed planning projects as well as continuing to organize the completion of the planning schemes for Anh Sang Park, Tran Quoc Toan Park, Xuan Huong Park; reviewing projects, making statistics of all suspended planning projects in the area in April this year to report and propose to the province for handling.

Colonel Dinh Xuan Huy - Deputy Director of the Provincial Police Department spoke and responded to the proposal of Da Lat City on the field of ensuring security and order.

In education, the scale of schools continues to be developed, the types of schools are consolidated and expanded, suitable to the actual situation of the locality; the work of building schools that meet national standards is given attention and investment in conjunction with the plan to build new rural areas.

Up to now, there are 57/76 schools, accounting for 75%; public schools are 53/58 schools, accounting for 91%. Health care is also very good. Policies for policy beneficiaries, war invalids, martyrs' families, and meritorious people are fully and promptly implemented, ensuring social security. The total number of social protection beneficiaries receiving monthly social benefits is 5,564 people; jobs are created for 1,757 workers, reaching 34.8% of the plan, equal to 114% over the same period; the rate of trained workers is 85%. The rate of health insurance participation is 94.7% (plan 96%).

The city has also done a good job of streamlining the apparatus and promoting administrative reform; reducing 2 specialized agencies; 1 public service unit; 4 schools. The functions and tasks of the newly merged units have been issued and will come into operation from March 1, 2025.

Da Lat also proactively reviewed and developed a plan to streamline the apparatus according to the direction of the Central and Provincial Party Committees to serve the implementation of Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and Secretariat. In the first 3 months of the year, the city received a total of 12,789 dossiers; processed 11,713 dossiers ahead of schedule and on time, reaching 99.41%.

Chairman of Da Lat City People's Committee Dang Quang Tu also frankly pointed out the shortcomings of Da Lat in the first quarter of 2025 such as low budget revenue, not reaching the average progress; slow implementation of planning work, affecting the investment progress of the province and city; slow progress of projects, not ensuring the requirements of disbursement of public investment capital; compensation and site clearance work still face difficulties; forestry violations increased in all 3 criteria compared to the same period (4 more cases, damaged area increased by 0.0787 m ² and damaged volume increased by 20.425 m ³ ); the situation of street vendors, encroachment on roads and sidewalks has not been completely resolved; environmental sanitation at 2 settling lakes is polluted, there is no fundamental solution to thoroughly handle it.

During the working session, the Chairman of the People's Committee of Da Lat City outlined the tasks and solutions for the following months of the year, focusing on drastically and effectively implementing assigned targets and tasks; creating synchronous and substantial changes; overcoming the situation of pushing, avoiding, fear of mistakes, fear of responsibility of a part of cadres and civil servants; encouraging and protecting cadres who are dynamic, creative, dare to think, dare to do, dare to take responsibility for the common good.

The city will continue to consolidate and organize the political system to be streamlined and operate effectively and efficiently; do a good job of budget collection, implement tasks, solutions and measures to increase state budget revenue; closely monitor weekly and monthly budget collection results. Develop a plan to organize auctions of lease rights and auctions of assets in accordance with regulations. Review and urge the collection and payment of budget for rentals of state-owned houses and villas; speed up the disbursement of public investment capital in 2025.

Review and adjust the planning to ensure consistency after the General Planning Adjustment Project 704 is approved; at the same time, complete the Urban Architecture Management Regulations of Da Lat, expand urban space. Research and propose specific solutions to gradually convert means of transport using green and clean fuel towards building a green city.

On this occasion, Da Lat made many proposals and recommendations to the People's Committee of Lam Dong province, in which the city proposed to agree on the policy of temporarily not establishing new zoning plans until the General Plan 704 is adjusted because most of the new zoning plans are not in accordance with the General Plan 704; only local adjustments will be made for areas that are in accordance with this plan to ensure consistency at all planning levels.

At the same time, the Law on Urban and Rural Planning takes effect on July 1, 2025, so the establishment of new zoning plans in the current period is likely to cause waste of resources and funds because it may not be consistent with the new Law and the guiding Decree being drafted. At the same time, it is recommended to promptly submit to competent authorities for approval the Project to adjust the overall master plan of Da Lat City and its vicinity as a basis for implementing lower-level planning projects, avoiding waste and being consistent with the new Law.

The city also recommended that provincial authorities resolve difficulties in the implementation of the 2024 Land Law to resolve documents related to granting land use right certificates and changing land use purposes, contributing to state budget collection and meeting people's needs.

Da Lat City is currently a member of the UNESCO Creative Cities Network in the field of music. However, there is a policy to temporarily suspend the activities at the district level. Therefore, after the dissolution of the district level, the city also hopes that the Provincial People's Committee will transfer the task of implementing creative city commitments to a provincial unit to continue implementing in order to maintain and maintain the title of UNESCO Creative City of Music.

Many other recommendations were also made by the city to the province on this occasion, such as problems that need to be resolved to continue providing public services in the area; on funding for grassroots Party Congresses; on waste treatment; and on public investment in the area. Regarding Da Lat Night Market, Chairman of the City People's Committee Dang Quang Tu said that the city will study the location of moving Da Lat Night Market from its current location to another location in the second quarter of 2025.

For example, the leaders of the Department of Agriculture and Environment committed to coordinate with Da Lat City to resolve outstanding issues in the field of land in Da Lat. The leaders of the Department of Construction suggested that while waiting for approval of the planning to build parking lots in the city, Da Lat could look for temporary parking lots; at the same time, limit traffic on some routes to coordinate with contractors to speed up the construction progress of traffic works.

Comrade Dang Duc Hiep - Member of the Provincial Party Standing Committee, Secretary of Da Lat City Party Committee reported on the highlights of the socio-economic development situation in the first quarter of 2025 and the city's key tasks in the coming time.

Secretary of the Da Lat City Party Committee Dang Duc Hiep said that the City Party Committee has directed all levels to increase responsibility in handling work with significant improvements, the number of tourists has increased. However, there is still inertia due to planning problems; budget collection is still low, and there are still not many key investors creating highlights.

The City Party Secretary said he will direct all levels to strive to accelerate in the coming time, by the end of the second quarter of 2025, the city's targets must reach 50% or more.

In his concluding remarks, Chairman of the Provincial People's Committee Tran Hong Thai suggested that Da Lat and the provincial departments, agencies and branches need to coordinate closely to soon have a master plan. The city should also have specific solutions for the construction of parking lots in the city, develop more bus stations on the outskirts of Da Lat; have a solution to end street vending at Lam Vien Square; study the construction of public toilets around Tuyen Lam Lake; have solutions to speed up the progress of projects, including traffic projects in the area.

The Chairman of the People's Committee has given specific answers to many of the city's proposals; in particular, he said he is proposing that the central government consider ways to keep the name of Da Lat city - because this is a unique cultural heritage city of Vietnam.
