Vinh Tan 4 Thermal Power Plant: Promoting solidarity towards sustainable development

In his opening speech, Director of Vinh Tan 4 Thermal Power Plant Vu Thanh Hai emphasized: “The conference is an opportunity for workers to promote their direct democracy, to give opinions, make proposals and monitor issues related to the rights, legitimate interests, obligations and responsibilities of workers. Through implementing direct democracy at the conference of workers, we will build harmonious and stable labor relations, contributing to preventing and limiting labor disputes; implementing democracy within the framework of the law, determined to build Vinh Tan 4 Thermal Power Plant to develop sustainably, contributing to improving the material and spiritual life of the factory's staff and employees”.

According to the report at the conference, in 2024 and the first months of 2025, Vinh Tan 4 Thermal Power Plant has strived to overcome difficulties, always maintaining safe and stable operation of generators, meeting the mobilization requirements of the national power system. The total electricity output of Vinh Tan 4 & 4 Expansion Thermal Power Plant in 2024 and the first two months of this year accumulated more than 9,650 million kWh. Technical indicators such as self-consumption electricity ratio, response factor, and incident rate during the above period all met and were better than the assigned plan.

Along with that, to ensure the supply of raw materials for production, Vinh Tan 4 Thermal Power Plant has proactively implemented procurement, promptly meeting the demand for materials needed for electricity production and regular repairs of the unit. In the past year, the contractor selection work of Vinh Tan 4 Thermal Power Plant completed 100% of the value approved by Vietnam Electricity Group (EVN); the savings rate in the unit's bidding work was 10.22% (meeting and much higher than the savings target in bidding assigned by EVN of over 5%). 100% of the bidding packages were bid online, exceeding the target assigned by EVN; the contractor selection process was transparent, without disputes or recommendations during implementation.

Meanwhile, Vinh Tan 4 Thermal Power Plant disseminated to all staff and employees, directly applied the collective labor agreement issued by EVN before; fully implemented the salary policy of EVN's Board of Members; the income of employees was always guaranteed. Vinh Tan 4 Thermal Power Plant also declared the number of employees participating in social insurance (SI), health insurance, unemployment insurance, occupational accident and disease insurance according to regulations; adjusted the salary for insurance payment, adjusted the title according to the factory's decision issued promptly in the month and paid all types of compulsory insurance fully, on time and according to the State's regulations, not leaving any outstanding debts; implemented the settlement of social insurance regimes paid in lieu of salaries for employees fully and promptly.

Also at the conference, Chairman of the Vinh Tan 4 Thermal Power Plant Trade Union Tran Ngoc Huong reported the results of the workers' conference, and the recommendations of department and workshop workers at this conference were thoroughly answered and resolved by the Board of Directors. The 2025 workers' conference continues to maintain a harmonious working environment between workers and employers, improve labor productivity and ensure sustainable development. With the consensus of all employees, Vinh Tan 4 Thermal Power Plant will continue to affirm its important role in the national power system, contributing to ensuring the country's energy security. This conference elected the Vinh Tan 4 Thermal Power Plant People's Inspection Board for the 2025-2027 term, and elected a delegation to attend the EVN workers' conference in 2025.
