On the afternoon of March 28, at the National Assembly House, the National Assembly Standing Committee held a conference to review the activities of the National Assembly delegations of provinces and centrally run cities in 2023 and deploy tasks for 2024.

Attending the conference were comrades: Vuong Dinh Hue, Politburo member, Chairman of the National Assembly; Tran Thanh Man, Politburo member, Permanent Vice Chairman of the National Assembly; comrades of the Party Central Committee, members of the National Assembly Standing Committee; Heads and Deputy Heads of the National Assembly delegations and full-time National Assembly deputies working at the central and local levels, representatives of the leadership of the National Assembly delegation offices and People's Councils of 63 provinces and cities nationwide.

In 2023, with a high sense of responsibility, effort and determination, the National Assembly completed a huge amount of work. During the year, 16 laws were passed by the National Assembly with a high approval rate, 10 laws were commented on by the National Assembly and 5 groups of major and important issues, new policies were issued for the first time. National Assembly delegations organized 617 conferences with 22,702 participants, with 10,621 enthusiastic and quality comments. At the National Assembly sessions, 2,636 delegates spoke at group discussions and group meetings; 1,296 National Assembly delegates registered to speak in the plenary. During the year, National Assembly delegations conducted 80 supervisions according to the delegation's plan; 201 supervisions at the request of the National Assembly Standing Committee and National Assembly agencies; The National Assembly has participated in 51 monitoring and survey delegations of the National Assembly Standing Committee. The National Assembly questioned members of the Government on 8 groups of issues. At the questioning sessions, 911 delegates registered to question, 264 delegates questioned, 228 delegates debated to clarify issues of concern. The National Assembly conducted a vote of confidence for 44 people holding positions elected or approved by the National Assembly. Activities of receiving citizens, meeting voters, and monitoring the settlement of voters' petitions, complaints and denunciations have received attention. Petitions sent to National Assembly delegations are studied, considered and handled according to regulations.

Representatives of a number of National Assembly delegations from provinces and cities gave speeches, clarifying the results achieved in 2023; from practice, they recommended and proposed solutions to continue innovating and improving the quality of activities of National Assembly delegations, contributing to the overall achievements of the National Assembly.

In his closing speech, National Assembly Chairman Vuong Dinh Hue emphasized: 2024 is an important year to implement the Resolution of the 13th National Party Congress, the resolutions of the Party Congresses of provinces and cities for the 2020-2025 term; Resolution No. 27-NQ/TW on continuing to build and perfect the Socialist Republic of Vietnam's rule-of-law State in the new period; deploying preparations for Party Congresses at all levels towards the 14th National Party Congress, preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, requiring greater determination and greater efforts to successfully carry out the tasks of the National Assembly in 2024 and the following years. Therefore, National Assembly Chairman Vuong Dinh Hue suggested that National Assembly delegations closely follow the content and agenda of the session to prepare plans early and from afar; Coordinate with relevant agencies, organizations and individuals to organize conferences, seminars and discussions to collect opinions on draft laws, ordinances and resolutions to be considered and approved at the seventh and eighth sessions of the 15th National Assembly and extraordinary sessions (if any). Actively participate in seminars, training and consultation conferences organized by National Assembly agencies, and increase the collection of voters' opinions through the electronic information pages of local authorities. Promote the application of information technology, especially digital technology platforms in law-making work. Effectively consider and decide on important issues on socio-economics, finance and state budget; the arrangement of administrative units; personnel work, apparatus organization and a number of other important issues. Continue to innovate and improve the quality of questioning and supervision activities, focusing on issues that voters are interested in and concerned about and issues that need to be resolved in terms of mechanisms, policies and laws; Focus on monitoring, reviewing and urging the implementation of recommendations after supervision. Strongly innovate the content and form of voter contact, increase voter contact by topic; fully synthesize voters' opinions and recommendations and send them to competent authorities for consideration and resolution. Delegates promote a positive spirit and central role in the activities of the National Assembly. Continue to effectively implement the coordination regulations between the National Assembly delegation and the Standing Committee of the People's Council, People's Committee, and Fatherland Front Committee at the same level.

Regarding the recommendations and proposals of the National Assembly delegations, National Assembly Chairman Vuong Dinh Hue assigned the Delegation Work Committee to synthesize and report to the National Assembly Standing Committee.

At the conference, the National Assembly Standing Committee launched an emulation movement to celebrate the 80th anniversary of the first general election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026).
