Today, the District Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Yen Mo District solemnly held the Ceremony to celebrate the 30th anniversary of the district's re-establishment (September 1, 1994 - September 1, 2024) and receive the Third Class Labor Medal. This is a great, important event with great significance for the Party Committee, Government, and People of the district.
Attending the ceremony, on behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, I would like to respectfully send to Comrade Nguyen Thi Thanh, Member of the Party Central Committee, Vice President of the National Assembly of the Socialist Republic of Vietnam, former Secretary of the Ninh Binh Provincial Party Committee; leaders of Ninh Binh province, leaders of Yen Mo district through the periods; distinguished delegates, and all comrades my best wishes for good health, family happiness, and the success of the ceremony!

Yen Mo is a historical land with a rich cultural and revolutionary tradition, the homeland of the communist soldier Ta Uyen - Former Secretary of the Southern Regional Party Committee and has many cultural celebrities, scholars, scientists, and generals of the armed forces. Yen Mo has long been famous for being a land of learning, literature, and human morality; Yen Mo people have a tradition of patriotism, diligence, creativity in production, and heroism and indomitability in combat. This is also a countryside with many historical and cultural relics, festivals, and unique Cheo and Xam melodies that have been preserved, maintained, and developed to this day.
Inheriting and promoting the fine traditions of the homeland, over the past 30 years, since the re-establishment of the district, the Party Committee, government, army and people of Yen Mo district have always closely followed the leadership and direction of the Provincial Party Committee, People's Council and Provincial People's Committee, upholding the spirit of solidarity, self-reliance, self-improvement, unity, promoting internal strength, striving to overcome difficulties and challenges, achieving important and comprehensive achievements in all fields, contributing to creating the appearance of Yen Mo district with many innovations and many positive contributions to the overall development of the province. The results and achievements that Yen Mo district has achieved since its re-establishment are comprehensive in all fields.
The work of Party building and political system building has always been directed, implemented synchronously, comprehensively and effectively. The district Party Committee has continuously grown. At the beginning of its re-establishment, the district had 50 grassroots party organizations with over 4,000 party members. Up to now, there have been 57 grassroots party organizations with over 8,200 party members; 10 party organizations have been established in non-state enterprises and economic organizations. Administrative reform has been directed and achieved good results, contributing to improving the effectiveness and efficiency of management, direction and operation of the government. The activities of the Fatherland Front and socio-political organizations have many innovations in content and methods of operation; the great national unity bloc has been increasingly consolidated.
The district's economy has made remarkable progress; the economic structure has shifted in a positive direction, increasing the proportion of industry and services, and reducing the proportion of agriculture.
Agriculture has gradually transformed towards sustainable commodity production; the average production value per hectare of cultivated land reached 150 million VND. Many new crop and livestock models have brought high economic efficiency. In particular, the district's new rural construction movement has achieved many important results. In 2020, the Government recognized the district as meeting new rural standards; it is expected that by the end of 2024, the whole district will have 11 communes meeting model new rural standards and advanced new rural standards; to date, the district has completed 9/9 criteria for advanced new rural districts.
Industry and handicrafts have many positive changes. From a purely agricultural district, agricultural production is the mainstay, by 2023 the industrial and construction production value of the district reached 1,835 billion VND, the total investment capital reached over 4,000 billion VND. Currently, there are 2 industrial clusters in the district: Khanh Thuong Industrial Cluster and Yen Lam Industrial Cluster; there are 9 provincial-level craft villages, craft villages, traditional occupations have been restored, along with new occupations have been expanded, creating jobs for many local workers, creating a large source of income for people and society. The trade and service sectors have developed strongly. State budget revenue in recent years has achieved positive results. Economic and social infrastructure has been focused on investment and construction.
Culture and society have made many advances; the quality of comprehensive education has been constantly improved, for many consecutive years Yen Mo district has ranked at the top of the province, 100% of the district's schools have met national standards, of which 33 schools have met level 2 standards. The work of protecting and taking care of people's health has been directed with attention. Cultural and sports activities have developed; social security has been ensured, the poverty rate of the district has decreased sharply, by 2023 it will decrease to 2%, the material and spiritual life of the people has been improved.
Local defense and military work has been strengthened, political security and social order and safety have been maintained. The results and achievements of the Party Committee and people of Yen Mo have contributed positively to socio-economic development, ensuring national defense, security and Party building, and building the political system in the province in recent years.
In recognition of the results and achievements that the Party Committee, government, army and people in the district have achieved over the past 30 years, the Party and State, central ministries and branches, the Provincial Party Committee and the Provincial People's Committee have presented many noble awards to collectives and individuals in the district.
On the occasion of today's solemn ceremony, on behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, I acknowledge, commend and congratulate the achievements that the Party Committee, Government and People of the district have strived to achieve over the past 30 years.

The results that the Party Committee, Government and People of Yen Mo district have achieved after 30 years of re-establishment are extremely great and worthy of pride. However, objectively, we see that in the process of developing Yen Mo district, there are still many difficulties: The traffic infrastructure is not yet synchronous; industry and services still account for a low proportion in the economic structure; there are no industrial parks in the district, the enterprises in the area are mainly small and medium enterprises; the exploitation and promotion of the value of local heritage and traditional cultural arts are still limited.
In the coming time, the tasks set for the Party Committee, Government and People in the district are extremely heavy, it is necessary to continue to strive to complete and exceed the targets set out in the Resolution of the 18th District Party Congress, term 2020-2025, focus on directing all aspects of the Party Committee's work well, continue to develop the socio-economy so that Yen Mo can constantly innovate and develop sustainably. In particular, the Party Committee, Government and People in the district need to focus on directing the implementation of the following key tasks:
Firstly , lead and direct the implementation of the tasks of Party building and political system building well; continue to improve the leadership capacity and fighting strength of Party committees and organizations at all levels, the effectiveness and efficiency of management and administration at all levels of government. Effectively implement the arrangement of commune-level administrative units in the 2023-2025 period to ensure democracy and objectivity to create consensus among the people. Continue to innovate and improve the quality and effectiveness of the activities of the Fatherland Front, socio-political organizations and mass organizations. Prepare well the conditions to successfully organize the grassroots Party Congress and the 19th District Party Congress for the 2025-2030 term.
Second , promote economic development. Focus resources, invest in building socio-economic infrastructure, especially transport infrastructure to meet the requirements of production, business and service development; identify this as the top important breakthrough in economic development, promote urbanization and reorganize the development space of the district. Invest in building and upgrading Yen Thinh town to ensure space, landscape and create highlights of the town. Actively coordinate with all levels and sectors to effectively implement key projects of the Central and the province passing through the district such as: Ninh Binh - Ai Phong expressway project, East-West road project.
Directing well the planning work and implementing the district's planning, seriously implementing Decision No. 218/QD-TTg, dated March 4, 2024 of the Prime Minister on approving the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, including many contents and tasks that Yen Mo district must perform. Investing in developing industry and handicrafts, promoting the efficiency of craft villages, especially the traditional Bo Bat pottery craft; speeding up the construction progress and completing the infrastructure of industrial parks and clusters to attract investment; managing land, traffic and construction well. Researching and investing in the construction of a number of tourist routes suitable to the district's potential, identifying Yen Mo as an area for developing tourism services, agricultural ecology; developing diverse types of tourism associated with typical products and experiential tourism.
Developing organic agricultural products, applying high technology, multi-value, ensuring food safety; enhancing the value of typical products, specialties of the district, striving for the district to have many 4-star and 5-star OCOP products in the coming time. Promoting the construction of advanced new rural areas, model new rural areas, promptly completing the dossier to propose the Government to recognize the district as meeting advanced new rural standards by 2024, contributing to the province completing the task of building new rural areas by 2025. Together with the Party Committee and people in the province, striving by 2035, Ninh Binh will become a centrally-run city with the characteristics of a Millennium Heritage Urban Area, a creative city.
Third , pay attention to comprehensive cultural and social development, improve people's spiritual life; improve the quality of comprehensive education, key education associated with the task of building national standard schools; carry out well the work of caring for and protecting people's health. Promote cultural and artistic movements and activities, physical education and sports at the grassroots level, maintain and improve the effectiveness of Cheo singing - Xam singing clubs in communes and towns, creating a widespread effect. Research and develop a project to preserve and promote the value of Xam singing art. Regularly care for, invest in building and upgrading cultural institutions, associated with preserving and promoting traditional cultural, historical and artistic values to become endogenous resources and driving forces for local economic development.
Focus on vocational training, job creation for workers; effectively implement sustainable poverty reduction, ensure social security. Effectively implement gratitude work, care for the lives of families of war invalids and martyrs, and families with meritorious services to the revolution.
Fourth , strengthen national defense and security work, maintain political security, social order and safety; thoroughly grasp and well implement the task of economic development in parallel with strengthening national defense and security, building a solid defense zone. Well implement the work of building the people's hearts and security posture in building the great national unity bloc. Grasp the people's situation, proactively direct the resolution of arising cases and matters right at the grassroots level, avoid being passive or surprised.
Promote the patriotic emulation movement among all classes of people, continue to arouse pride in the fine traditions of the homeland, and the will and aspiration of Yen Mo people to rise up in the new era.
Fifth , innovate the leadership, direction and management methods of Party committees and authorities, focusing, resolutely, with a focus, key points and close to the grassroots. Improve the effectiveness of the advisory work of leaders and managers; strengthen coordination with departments, branches, sectors of the province and districts, cities, and enterprises in performing the tasks of the district. Pay attention to building, training and fostering a team of cadres at all levels of the district with strong political will, dynamism, creativity, exemplary, responsible, dedicated to work, daring to think, daring to do for the common good. Research and develop a Project on cadre work of the district for the term 2025-2030.
