Identifying new rural construction as a long-term process with a specific roadmap, carried out sequentially to ensure synchronous and solid implementation, Tien Yen district has grouped criteria to direct the implementation, completion and improvement of the quality of the criteria.
Accordingly, Tien Yen focuses on directing the political system from the district to the communes, the Steering Committee for New Rural Construction of the district continues to do a good job of propaganda, advocacy and mobilization of resources to implement New Rural Construction, with the motto: "State budget sources are only support, sources mobilized from the people are the main source, sources from integrated programs are necessary"; not considering the New Rural Program as a project; implementing democracy, publicity, transparency and saving resources in the New Rural Construction Program".
Consistent in viewpoints, Party committees, authorities, and organizations from district to commune levels deploy the program to ensure uniformity and effectiveness. Improve the effectiveness of propaganda and mobilization work, create strong changes and wider spread. Promote the internal strength of each village, each person participating in building the new rural area with the motto; mobilization goes hand in hand with action; coordinate to organize and launch practical emulation movements in villages, residential areas, replicate good models and deeds such as donating land, labor, and property to build the new rural area; build clean houses and beautiful gardens, develop production, economy, etc.
As a remote commune with a large ethnic minority population, the first thing the Party Committee and the government of Dai Duc commune (Tien Yen district) are concerned about is how to help people change their farming practices, develop household economic models and get rich on their own land. The commune focuses on innovating and promoting propaganda and mobilizing people in all forms. In addition to meetings at the commune and village levels, the commune regularly organizes meetings to deploy economic models for each household group to facilitate the guidance and transfer of science and technology.
Mr. Ninh Van Cun, Khe Luc village, Dai Duc commune (Tien Yen district) said: With the commune's approach, people no longer expect or rely on the State's support; actively participate in mobilizing relatives and families to implement the new rural construction program; proactively reorganize production, renovate houses, and build rural infrastructure. Up to now, there are no more poor households in the village, most households in the commune have actively shifted the structure of crops and livestock and no longer abandoned land; more and more economic models have revenue of up to hundreds of millions of VND/year.
Sharing the same approach, the Party Committee of Yen Than commune (Tien Yen district) proactively built a plan, proposed implementation solutions and assigned specific tasks, clearly identifying people and tasks. In particular, the people are both the subject and the target of the new rural construction program. Therefore, right from the time of building the resolution, the commune has focused on economic development models and household production with specific, practical and convincing products. Thereby, the people in Yen Than commune have drawn many experiences and realized that acacia trees, although once a tree to eliminate hunger and reduce poverty for ethnic minorities, have now boldly converted to planting trees that have the effect of protecting against soil erosion, and are also crops with higher and more sustainable incomes such as star anise, cinnamon, and pine.
Accompanying farmers, the local officials in charge of the area regularly visit the farming households to grasp the situation, share and resolve difficulties with the farming households, which has become the motivation for the family of Mr. Ngo Viet Long, Dong Chau village, Tien Lang commune (Tien Yen district) to be determined to invest, expand the farming area to 10 ponds and convert from extensive farming to industrial farming. According to Mr. Long, if all goes well, the annual output will reach 150-250 tons; the revenue will reach about 2 billion VND.
From the fundamental solutions through the specific work of the district, a new wind, new atmosphere, and spirit have been created in building the new rural area. In particular, the highlight is that the average income per capita of the whole district in 2023 will reach 76.92 million VND/person/year, in particular, the rural area will reach 74.02 million VND/person, 5.4 times higher than in 2010 and 1.5 times higher than in 2019. Currently, Tien Yen district has no poor households, according to the Central criteria.
On the journey of building a new rural area, with the spirit of being proactive, creative and concretizing policies, choosing the right and accurate key areas and key stages to organize flexible, appropriate and effective implementation, and taking the goal of improving the quality of people's lives as the consistent goal on the basis of innovation, will create the position and strength for Tien Yen to break through, realizing the aspiration of re-establishing Tien Yen town before 2027.
