Progress of important projects of Long Thanh "super airport"

The Government has just submitted to the National Assembly the adjustment of the investment policy for the Long Thanh International Airport project.

According to the report, the Long Thanh International Airport construction project phase 1 has a total investment of more than 109 trillion VND (about 4.665 billion USD), divided into 4 component projects.

Component project 1 includes headquarters of state management agencies such as airport authority, customs, immigration department, local police headquarters and animal/plant quarantine agencies.

In particular, the investor is selecting a contractor for the construction of the airport headquarters, expected to be completed in the fourth quarter of 2025. The design work for the customs headquarters is being organized, expected to start in December 2024 and be completed in the second quarter of 2026.

The Immigration Department headquarters has started construction and is expected to be completed in the fourth quarter of 2024. The local police headquarters is expected to start construction in December 2024 and be completed in the third quarter of 2025.

As for the project of the headquarters of animal/plant quarantine agencies, the project preparation procedure is being carried out, which is to prepare a dossier to propose investment policies, and capital has not been allocated for implementation.

Component 2 project includes works serving flight management. The project has a total investment of about 3,435 billion VND, including 2 main items: Air Traffic Control Tower and specialized equipment. The project has started construction and is organizing the construction of the Air Traffic Control Tower (reaching about 94%), expected to be completed in the second quarter of 2025. At the same time, bidding documents will be issued for 5 packages of specialized equipment for flight management from the second quarter of 2024, expected to be completed in the second quarter of 2026.

Component 3 of the Long Thanh International Airport Phase 1 project will include essential works of the airport. The project has a total investment of about 99,019 billion VND, including 7 main items: Bomb and mine clearance; Airport boundary fence; Leveling, drainage; Airport infrastructure (runways, taxiways, aprons, etc.); Passenger terminal; Connecting traffic (Route T1 and T2); Auxiliary works (cargo terminal, fuel station, etc.).

The project started construction in the fourth quarter of 2021. So far, mine clearance, leveling, and drainage work have been completed.

Regarding the airport infrastructure, the runway and taxiway are under construction (about 40% complete), expected to be completed and put into technical operation in the second quarter of 2025. The aircraft parking project started construction in September 2024 and is expected to be completed in the third quarter of 2026.

The passenger terminal project has basically completed the frame structure, and is currently assembling the steel roof structure. Construction is expected to be completed in the fourth quarter of 2025. At the same time, the completion, installation of equipment and trial operation will be in the fourth quarter of 2026. Currently, the units are striving to shorten the progress by about 3 months to complete in the third quarter of 2026 along with the aircraft parking lot.

The connecting traffic system is also under construction on schedule (about 50%), expected to be completed in the fourth quarter of 2025.

Component 4 project includes 17 main construction items. Based on the goal of transferring most international flights from Tan Son Nhat International Airport to Long Thanh International Airport in phase 1, the Ministry of Transport has deployed 7/17 priority investment construction items, which are aviation service projects directly related to aircraft operations.

To date, the Ministry of Transport has organized the selection of investors since October 2024 and is expected to complete the projects in the third quarter of 2026.

Regarding the remaining construction items, based on the reference models and implementation experiences of major international airports in the world, the Ministry of Transport said it will review, study and perfect the mechanisms and policies and report on proposed implementation plans according to a suitable roadmap, meeting the exploitation needs in each stage as well as the long-term development goals of Long Thanh International Airport.
