The reform was approved on September 11 in two votes. Senators voted 86-41. The chamber erupted in cheers and chants of “Yes, we can!”
The reform was passed after hundreds of protesters stormed the Mexican Senate on September 10. The session was then forced to be suspended and moved to another location.
The bill now needs to be approved by the legislatures of at least 17 of Mexico's 32 states. The ruling Morena party is believed to have the necessary support after strong gains in recent elections.

Experts say the reform is almost a done deal. It would be difficult for the courts or any other body to block it.
Mexico's President-elect, Claudia Sheinbaum, celebrated the approval on social media, congratulating lawmakers on a reform she said met the people's aspirations.
Outgoing President López Obrador also said the plan would crack down on corruption by making it easier to punish judges.
