This morning, January 14, the Standing Committee of the Provincial People's Council, Term VIII, held its 47th meeting to review the Report on the results of monitoring the implementation of Resolutions on tourism development in Quang Tri province; the proposal of the Provincial People's Committee on supplementing the budget for compensation and site clearance (GPMB) that investors voluntarily paid in advance. Regarding tourism development, the Provincial People's Council has issued two important resolutions: Resolution No. 35/2017/NQ-HDND dated December 14, 2017 on approving the Project "Master plan for tourism development in Quang Tri province to 2025, with a vision to 2030"; Resolution No. 12/2022/NQ-HDND dated April 15, 2022 on policies to support tourism development in Quang Tri province, period 2022 - 2030.

According to the assessment report on the results of thematic supervision of the implementation of resolutions on tourism development in the province, the implementation has achieved many positive results. The planning of tourist areas and destinations has been implemented, tourism infrastructure has received investment attention, and state management in the tourism sector has been gradually focused.

Successfully organized many tourism promotion and advertising activities, continued to invest in restoration to promote the value of relics. Mobilized many different sources of capital to implement policies to support tourism development in the area, create jobs, increase income for people and businesses participating in tourism business activities.

During the period of 2018 - 2024, many tourist areas and spots in the province have been directed to implement planning work according to the provisions of the Land Law, Planning Law, Public Investment Law and current documents.

In addition, the zoning plan of tourist destinations with high potential, advantages and exploitation capabilities has been adjusted and expanded, which is of particular interest to investors. Some tourist areas and destinations have completed the 1/2,000 scale zoning plan, such as Ba Voi waterfall eco-tourism area, Dakrong district and Brai-Ta Puong eco-tourism area, Huong Hoa district, Lake No. 7 eco-tourism area, Cam Hieu commune, Khe Gio commune, Cam Thanh commune, Da Mai lake (Cam Lo district).

Implemented the Project "Master plan for tourism development in Quang Tri province to 2025, with a vision to 2030" according to Resolution No. 35/2017/NQ-HDND of the Provincial People's Council and continued to be integrated into the Quang Tri Provincial Planning for the period 2021 - 2030 with a vision to 2050, which aims to develop tourism into a key economic sector of the locality, including: developing tourism space, facilities, human resources, tourism promotion, applying scientific and technological achievements in tourism development, protecting the environment and improving the ability to adapt to climate change in tourism development.

In addition to the achieved results, the monitoring report also pointed out the shortcomings and limitations in implementing the Resolutions of the Provincial People's Council on tourism development in the province.

Regarding the proposal of the Provincial People's Committee on supplementing the estimate of compensation and site clearance (GPMB) expenses that investors voluntarily advance, the Economic and Budget Committee of the Provincial People's Council believes that the Provincial People's Committee's submission to the Standing Committee of the Provincial People's Council for a decision to adjust the local budget estimate and report to the People's Council at the nearest session to serve as a basis for accounting for state budget revenue and expenditure is appropriate and in accordance with current regulations. The Committee recommends that the Standing Committee of the Provincial People's Council agree to supplement the estimate of compensation and site clearance expenses voluntarily advanced by investors in 2024 from land use fee revenue, with a total amount of more than 70.8 billion VND to serve as a basis for accounting for state budget revenue and expenditure according to regulations.

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang emphasized that, besides the achieved results, the implementation of the Provincial People's Council's resolutions on tourism development in Quang Tri province still has some shortcomings, difficulties and limitations.

Tourism development planning has now been integrated into the province's general planning. However, in the past, most regional, point, and tourist area plans lacked long-term vision. The review, supplementation, and adjustment of plans were not timely, affecting the development of public investment plans and the allocation of capital sources.

Tourism management in the area is not really systematic and scientific. People's awareness of tourism development is still limited, they are still passive, not sensitive in business and tourism services, so they have not effectively exploited local tourism...

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Provincial People's Committee to direct specialized sectors to continue to guide the process and procedures in planning, granting land use right certificates, recognizing tourist areas and spots to ensure legal requirements, avoiding spontaneous tourism business, affecting the interests of investors in particular and the province's tourism activities in general. Organize a preliminary review and overall assessment of tourism development projects in the area, including reviewing projects that have not been implemented to proceed with land recovery according to regulations. Effectively implement infrastructure investment projects approved by the Provincial People's Council to serve tourism activities in the province.

Accelerate the progress of public investment projects for national historical relics, especially for Quang Tri Ancient Citadel and Hien Luong Ben Hai, which have been approved by the Provincial People's Council, to effectively use capital resources, and promptly develop solutions to improve and rearrange the management and operation apparatus at the relics to promote efficiency after the projects are completed and put into use. Continue to review and re-evaluate public investment projects in the tourism sector that have not yet promoted efficiency or lack investment resources to include in the public investment plan for the period 2026 - 2030.

Implement well the land planning work to attract investors to build rest stops, combine with introducing and trading local products on National Highway 1, Cam Lo - La Son Expressway, Ho Chi Minh Road to meet the sightseeing and shopping needs of people and tourists passing through Quang Tri province. Arrange funding to ensure compliance with the roadmap requirements of Resolution 12/2022/NQ-HDND on tourism development policies, Resolution No. 167/NQ-HDND dated December 9, 2021 of the Provincial People's Council.

Regarding the proposal of the Provincial People's Committee on supplementing the compensation budget for land acquisition and clearance that investors voluntarily pay in advance, the Standing Committee of the Provincial People's Council unanimously approved.
