Implementing "5 pushes" in thoroughly grasping and implementing a number of laws and resolutions of the 15th National Assembly

This morning, July 30, in Hanoi, the Government coordinated with the National Assembly Standing Committee and relevant agencies to organize an online conference to disseminate and implement a number of laws and resolutions of the 15th National Assembly. Prime Minister Pham Minh Chinh and Deputy Prime Ministers attended and chaired the conference. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung and Vice Chairmen of the Provincial People's Committee: Hoang Nam, Le Duc Tien attended the conference at the Quang Tri bridge.

According to information from the Government, the 7th session of the 15th National Assembly has just passed 11 laws and 21 resolutions; given initial opinions on 11 draft laws; reviewed many important reports... The contents reviewed and decided at the session covered many fields, including many important contents.

Among the laws and resolutions passed by the National Assembly, there are 11 laws and 12 resolutions that are extremely important and urgent documents to continue perfecting institutions, building a socialist rule-of-law state, meeting the requirements of management and socio-economic development of the country.

Of the 11 laws and 12 resolutions mentioned above, 1 law will take effect from August 1, 2024; 7 laws and 2 resolutions will take effect from January 1, 2025; 3 laws will take effect from July 1, 2025; the remaining resolutions will take effect from the date of approval by the National Assembly. Given their important and urgent significance, the laws and resolutions need to be promptly disseminated and implemented.

At the conference, delegates were specifically informed about the situation of organization and implementation of a number of laws and resolutions passed by the 7th session of the 15th National Assembly. In particular, the reports and contents that were informed in depth include: The implementation of Resolution No. 129/2004/QH15 of the National Assembly on the law and ordinance making program in 2025, adjusting the law and ordinance making program in 2024; Basic contents and requirements for organization and implementation of Regulation No. 178-QD/TW dated June 27, 2024 of the Central Executive Committee on controlling power, preventing and combating corruption and negativity in law making; Report on preparations for the implementation of the Land Law; Preparations for the implementation of the Housing Law and the Law on Real Estate Business; Some key contents of the Road Law and preparation of resources for implementation; Implementation of the Law on Credit Institutions; Some new key contents of the Law on Social Insurance...

Discussing at the conference, delegates highly agreed with the contents of the work of implementing the laws and resolutions passed at the 7th session of the 15th National Assembly. It is proposed to synchronously implement solutions to improve the quality, effectiveness and efficiency of the work of organizing and implementing laws and resolutions, focusing on quality and going into depth. Ministries, ministerial-level agencies, especially localities, need to proactively prepare and promptly develop plans to implement the laws and resolutions to submit to competent authorities for consideration and promulgation.

Along with that, the important tasks that need to be implemented soon are: organizing propaganda, dissemination, understanding, training, and in-depth training on the content and spirit of legal documents for cadres, civil servants, public employees, and legal reporters of ministries and branches directly implementing legal documents; tightening discipline, promoting the responsibility of leaders, strengthening inspection, supervision in the work of building and implementing laws; paying attention to reasonably allocating resources in terms of finance, facilities, organizational structure, payroll, and other necessary conditions for the work of building and promulgating detailed regulations and instructions for the implementation of laws and resolutions...

Speaking at the conference, Prime Minister Pham Minh Chinh affirmed: Building and perfecting institutions is one of the three strategic breakthroughs and major policies of our Party and State. Up to now, the Government has always identified this as a key task that needs to be focused on and implemented synchronously. Realizing that, in recent times, the Government has made many efforts to build and perfect institutions. Most recently, the 7th session of the 15th National Assembly passed many important and urgent laws and resolutions.

Emphasizing the significance and importance of thoroughly grasping and implementing the above laws and resolutions, the Prime Minister commended and acknowledged the units that actively coordinated and promptly and successfully organized this online conference.

To put the newly passed laws and resolutions into practice, the Prime Minister requested ministries, branches and localities to be highly determined, make great efforts, take drastic actions, have a focus and key points; clearly assign people, tasks, time, results, responsibilities, products... to check, urge, and implement emulation and reward work as well as handle shortcomings in a coherent, clear, fair and democratic manner...

In thoroughly grasping and implementing laws and resolutions in general, and laws and resolutions passed at the 7th session of the 15th National Assembly in particular, it is necessary to carry out "5 pushes" including: accelerating progress, improving the quality of law-making; accelerating the removal of difficulties and obstacles from practice; accelerating the review and systematization work; accelerating the mechanism of decentralization and delegation of powers in a reasonable, appropriate, feasible and effective manner in the coordination between agencies in the political system as well as in the building and organization of law enforcement; accelerating propaganda, dissemination and education of law...
