Recorded in Song Tra commune (Hiep Duc) this weekend, the joint venture contractor of package XD02 constructing the Hiep Duc - Phuoc Son section is continuing to lay asphalt concrete layer 1 of the remaining track.
Earlier in the week, the construction unit had paved an alternating left-right strip of asphalt concrete to ensure traffic flow on National Highway 14E.
The executive officer of the project management unit (Project Management Board 4, Vietnam Road Administration) said that the contractor prioritizes paving asphalt concrete through Song Tra commune, to be completed before April 1, with a continuous length of about 1.5km.
Also in Hiep Duc district, the section that has been covered with crushed stone but was damaged by rainwater after Tet is being repaired by the contractor before the next stage.
Through the districts of Thang Binh, Hiep Duc and Phuoc Son, workers urgently installed drainage ditches at the location where the land was handed over in a "leopard skin" style and did many other items.

Belonging to the railway overpass project (Binh Quy commune, Thang Binh), the construction unit has just drilled bored piles for pier M2 on the west side. Due to the problem of unfinished site clearance, the drilling of bored piles at the next location had to be temporarily suspended.
The contractor is currently working on the girder casting platform, preparing the casting formwork and assembling materials. The Viet An bypass (Hiep Duc district) is also waiting for the local authorities to clear the site clearance bottleneck before the contractor can continue to carry out work on the 1.2km length previously handed over.
Mr. Que Hai Trung - Deputy Director of Project Management Board 4, and Executive Director of the QL14E Renovation and Upgrading Project, said that the consortium of contractors is continuing to mobilize human resources, specialized machinery and equipment to the construction site. The team of engineers and workers are working at night to ensure progress according to the set plan.
"Through inspection, there are units that have not met the progress requirements. We have seriously reviewed and requested quick improvements. Otherwise, we will resolutely handle them according to the signed contract," Mr. Trung shared.
Peak acceleration
Through the Thang Binh - Hiep Duc area, the joint venture of the XD01 package implemented the set progress, in the context that many locations of the handed-over site were not continuous, some points were the project's critical path (the time to perform the item that determines the project's completion progress) and had not been cleared, especially the railway overpass area.

At the handover location, Dong Thuan Ha Company Limited (part of the consortium of XD01 package) has completed asphalt concrete with a total length of 3.6km before the 2024 storm season, through the communes of Binh Dinh and Binh Tri.
At the construction site, engineer Dang Van Hoa - Construction Team Leader of Dong Thuan Ha Company Limited shared that the unit determined that the peak acceleration period must be from April to July. If this period is not achieved, it will be considered as a failure of the set plan.
Engineer Hoa said: “We are undertaking the construction of 14km through Thang Binh. In addition to the 3.6km that has been paved with asphalt concrete, the unit strives to complete the asphalt concrete of 8.4km by the end of June. If the site is handed over, we will complete the asphalt concrete of 2km in July this year. The remaining time will be spent on completing some secondary items.”

A representative of Project Management Board 4 said that if the weather is favorable, by the end of April 2025, the joint venture of contractors will complete the asphalt concrete paving through Hiep Duc with a total length of 12.4km, through Phuoc Son reaching 7.2km and through Thang Binh nearly 9km. The biggest difficulty currently related to the construction work is the lack of crushed stone aggregate materials for the base and road surface.
In addition, problems with site clearance (GPMB) also affected the project's progress. Specifically, Phuoc Son has basically handed over the entire site; Thang Binh handed over 15.048/17.4km (86.48%) of the site length; Hiep Duc handed over 26.83/30.2km (88.84%).
