Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to lead, direct and accompany state-owned enterprises, promptly remove difficulties for enterprises to operate and promote investment and development.

On the morning of September 14, Prime Minister Pham Minh Chinh and Deputy Prime Ministers Tran Luu Quang and Le Minh Khai chaired an online conference of the Government Standing Committee with state-owned enterprises (SOEs) on promoting production, business and investment development.

According to the report of the Ministry of Planning and Investment, Vietnam currently has 676 state-owned enterprises, of which 478 are 100% state-owned and 198 are state-owned.

State-owned enterprises mainly operate in the following sectors and fields: national defense - security; agriculture, forestry and irrigation works; lottery activities; public utility activities such as lighting, urban areas, water supply and drainage, etc.

By the end of 2022, the total assets of state-owned enterprises nationwide reached more than VND 3.82 trillion, an increase of 4% compared to 2021. The total equity of state-owned enterprises was VND 1.8 trillion, an increase of 3% compared to 2021. The total value of state capital invested in state-owned enterprises was VND 1.69 trillion.

In 2023, in the context of many difficulties, SOEs have basically organized production and business to achieve the set plan, ensuring major balances of the economy and stabilizing the macro economy. In the first 6 months of 2023, the total revenue of SOEs nationwide reached more than 689 trillion VND, reaching 50% of the annual plan; pre-tax profit was 67.4 trillion VND, reaching 63% of the plan; budget contribution was more than 67 trillion VND, reaching 56% of the plan.

It is estimated that in 2023, the revenue of state-owned enterprises nationwide will reach more than 1.4 million billion VND, an increase of 4% compared to the plan; the state budget contribution will be 128.8 trillion VND, an increase of 7% compared to the plan.

Leaders of some departments, branches and State-owned enterprises of Ha Tinh attended the conference.

Discussing at the conference, SOEs frankly pointed out difficulties and obstacles in their operations and proposed to the Government, ministries and branches a number of solutions related to policy mechanisms, enterprise restructuring, resource mobilization... to improve operational efficiency in the coming time.

Leaders of ministries, branches and localities also informed about activities to support state-owned enterprises and explained some contents requested by enterprises.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized the conference's message, which is "Joining hands and being unanimous, removing difficulties, overcoming challenges, promoting investment and development, contributing to the realization of the growth target of the national economy". At the same time, he clearly stated the viewpoints in directing and operating the development of state-owned enterprises.

Regarding tasks in the coming time, the Prime Minister requested agencies and units to continue perfecting institutions, legal systems, decrees, circulars... to remove difficulties for state-owned enterprises to invest and develop.

The Prime Minister assigned ministries, branches and localities to continue to strengthen leadership and direction, focus on administrative reform, improve the investment and business environment, facilitate business operations, and promote investment and development.

On the part of enterprises, it is necessary to develop production and business development plans, contributing to the implementation of the goals of the 13th National Party Congress, the 5-year plan, and the 10-year strategy on socio-economic development; participate more actively and effectively in the 3 breakthroughs and major programs and projects of the State; promptly reflect difficulties and obstacles to agencies for early resolution; contribute to the construction and improvement of institutions, mechanisms and policies; coordinate with State agencies to promote branding for enterprises, thereby contributing to building the national brand.

Enterprises must share difficulties and experiences together; create solidarity and unity among enterprises; compete fairly and develop together; promote business ethics and be responsible to society; care for improving the lives of workers; continue to train human resources to develop digital transformation, circular economy, green economy sectors; effectively exploit Free Trade Agreements (FTAs)...

In Ha Tinh, there are currently 10 state-owned enterprises with state capital.

In the period of 2012 - 2015, by 2020, 5 SOEs have been equitized, including: Ha Tinh Water Supply Joint Stock Company; Hong Linh Urban Environment Joint Stock Company; Ha Tinh Urban Environment and Construction Management Joint Stock Company; Ha Tinh Minerals and Trading Corporation - JSC; Ha Tinh Registration Joint Stock Company. Up to now, Ha Tinh has completed the equitization roadmap assigned by the Prime Minister.

Currently, there are 5 enterprises with 100% state capital, including: Bac Ha Tinh Irrigation Company Limited; Nam Ha Tinh Irrigation Company Limited; Huong Son Forestry and Service Company Limited; Chuc A Company Limited; Ha Tinh Lottery Company Limited. These are enterprises operating mainly in the fields of irrigation, agriculture - forestry, and lottery, and are not subject to equitization.

Up to now, state-owned enterprises in the province have employed 3,664 workers. Some state-owned enterprises have achieved positive production and business results, exceeding the set targets such as: in 2022, Ha Tinh Water Supply Joint Stock Company achieved a profit of 14.2 billion VND (221.67% of the plan), Ha Tinh Registration Joint Stock Company achieved a profit of 1.89 billion VND (159% of the plan), Ha Tinh Urban Environment Joint Stock Company achieved a profit of 5.68 billion VND (119% of the plan).
