With just a mobile phone in hand, Mr. Dinh Van Nham - Director of Khe May Long Nham Orange Cooperative (Huong Khe) can monitor the growth and development of trees through surveillance cameras; manage automatic irrigation systems or livestream products on social networks, participate in e-commerce platforms... "Applying technology has helped us save manpower, manage production more scientifically and expand consumption channels. Thanks to that, orange crop revenue has also gradually increased, in 2022 it increased by more than 10% compared to 2021" - Mr. Nham shared.

Digital transformation and technology application in agricultural production are gradually becoming an inevitable trend and are being actively responded to by cooperatives, business households and local people. Especially in the construction of new rural areas, digital transformation has been realized in the management and implementation of the new rural program, the development of OCOP products and the activities of introducing, promoting, expanding the market, and selling online on e-commerce platforms and social networking platforms.

In promoting and consuming products, the province has effectively built and operated the province's e-commerce platforms https://hatiplaza.com. and https://hatinhtrade.com.vn. At the same time, it has linked, guided, and supported businesses and business households to participate in online advertising activities, livestream sales on TikTok, Facebook channels...; linked with a number of large e-commerce platforms nationwide such as Voso, Postmart, Shopee, Lazada... Up to now, the whole province has more than 3,800 booths on e-commerce platforms. The total online retail revenue of Ha Tinh enterprises and business households on e-commerce platforms and social networks in 2022 reached nearly 250 billion VND (up 7.5% over the same period in 2021); the first 8 months of 2023 is estimated at about 130 billion VND.

Digital transformation has also spread widely among people with the formation of cashless payment habits. Currently, most educational and medical facilities, enterprises, markets, shopping malls or small businesses from urban to rural areas have applied money transfers, card payments, especially payments via QR code scanning... Banks have implemented online payment integration for many essential services such as: electricity, water, internet fees, hospital fees, tuition fees, charity money transfers, online shopping...

People are gradually forming the habit of cashless payments.

Using electronic invoices helps Lasa Joint Stock Company (Ha Tinh City) reduce costs of management, storage, and use of invoices, improving business efficiency.

In addition, 100% of enterprises and organizations in Ha Tinh have used electronic invoices (E-invoices); used E-invoices generated from cash registers; lucky invoice program... Ms. Nguyen Thi Cam Anh - Chief Accountant of Lasa Joint Stock Company (Ha Tinh City) shared: "Applying E-invoices helps the company reduce costs of management, storage, and use of invoices, improve the efficiency of business operations, and minimize many risks compared to using paper invoices. E-invoices can also be issued to customers anywhere, which is very convenient for transactions".

Ha Tinh is one of the first four localities in the country to complete the target of activating electronic identification accounts.

After nearly 1 year of implementation, by June 2023, with the activation of 870,888 level 2 electronic identification accounts (ID) (reaching more than 101%), Ha Tinh is one of the first 4 localities in the country to complete the target of activating ID accounts. This result is not only a key factor in implementing the Government's Project 06, but more importantly, it also creates favorable conditions for organizations and individuals to perform public services in the electronic environment instead of having to use many types of personal documents.

Lieutenant Colonel Tran Huu Canh - Head of the Department of Administrative Management of Social Order (Provincial Police) said: "A level 2 mobile phone account has the same value as a chip-embedded citizen identification card, has the same value as an electronic household registration book, and can replace a driver's license, vehicle registration, health insurance, etc.; serves to resolve administrative procedures and online public services; reflects and makes recommendations on security and order, denounces and reports crimes, etc. With such utilities, it is hoped that after installation and activation, people will actively use it to promote the effectiveness and value of the account and contribute to the formation of a digital citizen."

Ha Tinh Health Sector actively transforms digitally.

Keeping up with the digital transformation roadmap, recently, the health sector has deployed software for vaccination management, electronic health records, health insurance examination and treatment using citizen identification cards; remote medical examination and treatment, pharmacy management using software; application of information technology and data connection in Tele-ICU examination and treatment; medical image archiving and transmission system (PACS) in diagnostic imaging; launching the Official Account information channel "Ha Tinh Provincial General Hospital" on Zalo... to improve the effectiveness of health care for the people.

In the field of culture and society, with just a smartphone or computer with internet connection, anyone can follow the milestones of formation and development of Ha Tinh province over 190 years through the 3D online exhibition "Ha Tinh through history through archives" from the address trienlam.hatinh.gov.vn". Ha Tinh is also the first province in the country to implement this utility.

In addition, when visiting some tourist destinations and historical and cultural relics in the province, visitors can have sightseeing experiences on 3D platforms, virtual reality applications or scan QR codes to search for information. Database platforms on products, restaurants, hotels, homestays, etc. are also actively updated through electronic information pages and social networks to serve users.

The clear and synchronous digital transformation in the social field must mention the comprehensive changes of the education sector. During the period of adaptation to the COVID-19 pandemic (2020-2021), online teaching and learning platforms were widely and effectively applied and operated, thereby creating a foundation for the sector to continue to expand the application of online exams; online teacher training and management; management of teacher and student records... Digital transformation is continuing to be widely deployed by educational institutions in every playground, competition, and class time, contributing significantly to the comprehensive development of learners' capacity and qualities, improving the quality of education.

Synchronously deployed in all social fields, agencies and units are actively implementing digital transformation associated with their functions and tasks to serve people more and more conveniently: Department of Labor, Invalids and Social Affairs coordinates the implementation of the Project to build a database system (CSDL) for people with revolutionary contributions; Department of Transport connects data on electronic driver's health certificates to serve public services of issuing and exchanging driver's licenses; Department of Industry and Trade builds an online fair database, digital map of the industry and trade sector; Provincial Social Insurance connects data on social insurance and health insurance participants with the national database on population (reaching a rate of more than 99.3%); Provincial Library gradually digitizes documents, builds e-book data; urban centers in districts, cities and towns install security and order monitoring systems to support crime prevention; invest in smart radio; digitize electricity purchase and sale contracts...

Achieving impressive results, but compared to the set targets and practical requirements, digital transformation in the socio-economic sector in the area is assessed as still slow and is posing many challenges for units and localities in the implementation process. Currently, information data is still quite poor, not fully meeting the exploitation needs of users, integrated software lacks synchronization..., the operation process has not really brought optimal utilities; besides, users have limited awareness of digital transformation as well as practical skills in applying applications. For example, in the fields of production and business, digital transformation has mainly been deployed in the sales stage, and has not been applied synchronously in the process of building value chains. Or in the tourism sector, digitized data mainly provides information about destinations but also lacks synchronous information about infrastructure, environment, and services for tourists to learn and choose...

Difficulties, limitations and challenges in the initial steps of digital transformation are inevitable and have been predicted. However, with the determination to promote digital transformation, apply digital technology platforms to all activities and fields to create favorable conditions and environments for people, Ha Tinh is focusing on removing difficulties, making efforts to ensure the set roadmap, contributing to promoting the successful implementation of the province's socio-economic development goals and tasks.
