On February 26, 2024, in My Hoa village, Phu Luu commune (Loc Ha), a cow of a household was recorded to be sick. A day later, the results of specialized tests confirmed that this animal had lumpy skin disease. Loc Ha officially became the third locality in the province to record an outbreak of lumpy skin disease in buffaloes and cows.

Phu Luu Commune (Loc Ha) recorded an outbreak of lumpy skin disease in cattle.

Mr. Phan Van Thanh - Deputy Head of the Department of Agriculture and Rural Development and Director of the Center for Application of Science and Technology and Protection of Plants and Livestock of Loc Ha district said: "Immediately after the test results were available, the district directed Phu Luu commune to implement measures to limit the spread and control the source of the disease such as: disinfecting with lime powder and chemicals, and setting up 2 warning posts in the area. The specialized sector also issued an official dispatch directing urgent solutions to prevent and control lumpy skin disease according to regulations. Directing communes and towns to strengthen instructions for livestock farmers to clean their barns; take good care of buffaloes and cows to have resistance; organize information, propaganda, and instruct people to proactively monitor livestock showing signs of illness or suspected illness, promptly detect, report to authorities, veterinary agencies and deploy measures to prevent and control epidemics; urgently vaccinate and surround the epidemic in Phu Luu commune and communes and towns in the directly threatened epidemic area according to regulations".

Particularly for Phu Luu epidemic commune, the local government has requested to "turn on" the highest level of epidemic prevention, urgently isolate and suppress the epidemic; conduct livestock farmers to commit to quarantine infected livestock for management in barns according to regulations, absolutely do not graze, slaughter, or sell livestock, and do not bring in susceptible livestock to raise during the epidemic period until 21 days have passed.

In addition, the locality has strengthened the management of trading, transporting, slaughtering animals, animal products and veterinary practice in the area; strictly handling the transportation, slaughtering, trading of infected animals and animal products, and veterinary practice that spreads the disease. In particular, the local government has called on people not to hide the disease, not to violate regulations in animal husbandry, especially at a time when the risk of disease outbreaks in livestock is high as it is now.

Tung Loc Commune (Can Loc) strictly carries out disinfection inside and outside the epidemic area.

In Tung Loc commune (Can Loc), since January 24, 2024, 38 buffaloes and cows of 28 households in 5 villages have been infected with lumpy skin disease, of which 4 had to be destroyed (the latest case was on February 27, 2024 in Nam Tan Dan village).

At this time, in Nam Tan Dan village, village officials are strictly managing sick buffaloes and cows in their barns, not allowing them to graze together when the animals have not recovered from clinical symptoms. At the same time, village officials "go to every alley, knock on every door" to propagate to people not to increase their herds or buy new buffaloes and cows at this time; organize sanitation, disinfection, and sterilization in epidemic areas, high-risk areas, and old outbreaks; set up signs for areas with lumpy skin disease and temporary animal quarantine checkpoints on the roads...

Mr. Nguyen Chi Vang (Nam Tan Dan village) shared: "On February 27, the family recorded a cow infected with lumpy skin disease. This is a rather dangerous disease in livestock, the rate of spread is quite fast, so at first the family was very worried. However, after being guided by local authorities and specialized agencies, we implemented measures to isolate sick livestock, monitor and care for them, and now the livestock is gradually getting better. In addition, we were supported with chemicals to carry out environmental treatment."

Staff of the Center for Application of Science and Technology and Protection of Plants and Livestock of Can Loc district strengthen the management of trading, transportation, slaughtering of animals, animal products and veterinary practice in the area.

Mr. Dang Thanh Binh - Vice Chairman of Tung Loc Commune People's Committee said: "The total herd of buffalo and cows in the commune is currently more than 600. In order to improve the ability to prevent epidemics, the locality continues to review the total herd to manage, monitor, and promptly detect epidemics; continue to raise awareness of safe livestock farming for people, conduct lumpy skin disease vaccination on 100% of livestock; prevent the transportation and trading of animals and animal products from epidemic areas to the outside..."

According to the provincial Department of Animal Husbandry and Veterinary Medicine, up to now, the whole province has 8 villages of 3 communes in 3 districts (Loc Ha, Can Loc and Nghi Xuan) recorded lumpy skin disease in buffaloes and cows. Accordingly, 40 cows of 30 households were infected, of which 4 cows died and had to be destroyed with a total weight of 693 kg.

People need to comply with vaccination regulations to increase resistance for livestock.

According to Mr. Nguyen Hoai Nam - Deputy Head of the Veterinary Management Department (Ha Tinh Animal Husbandry and Veterinary Department): The total herd of buffalo and cattle in the province is currently over 235,000. This is the transitional season, with erratic weather, humid rains and late-season cold spells leading to an increased risk of disease in livestock.

To protect livestock, localities need to continue to proactively grasp information and disease developments; implement urgent solutions to prevent and control lumpy skin disease in buffaloes and cows according to instructions to prevent the disease from spreading widely.

Particularly for epidemic areas, the Department of Agriculture and Rural Development, the Center for Application of Science and Technology and Protection of Plants and Livestock in localities need to proactively grasp information and developments of the epidemic; promptly advise, remedy, and rectify limitations in the prevention and control of lumpy skin disease. Organize guidance on professional content on disease prevention and control; vaccinate livestock; fully prepare supplies, tools, and chemicals to respond to epidemic situations in the area...
