Comrade Truong Xuan Vy, Chairman of Thuan Nam District People's Committee, said: Since the beginning of 2023, the district has implemented many synchronous solutions, issued 11 plans related to administrative reform; directed to strengthen information work, promote the use of utilities on the National Public Service Portal, the District Electronic Information Page to create favorable conditions for citizens to look up and perform administrative procedures (TTHC). Focus on controlling administrative procedures to ensure orderly operation, proactively update and publicly post the process of handling administrative procedures on the District Electronic Information Page, and fully post them at the "one-stop" department of the District People's Committee. Up to now, the district has reviewed and posted 269 administrative procedures in 21 areas under the management function of the district level; posted the results of handling administrative procedures, addresses for receiving feedback and recommendations on administrative regulations, and receiving feedback and recommendations on administrative procedures, so people and businesses can access administrative procedures very conveniently and with satisfaction.

In particular, the district has strengthened the direction to promote digital transformation, effectively applying IT in the operations of state agencies; maintained the implementation of the electronic search system to provide maximum support for businesses and people to transact; effectively exploited and used application software to serve the direction, management and operation work. Thereby, the District People's Committee has implemented and completed on time 158/164 time-limited tasks assigned by the People's Committee and the Chairman of the Provincial People's Committee on the direction and operation software, reaching 96.3%, 6 tasks are still being implemented, no overdue tasks; 100% of outgoing and incoming documents of the district and commune are digitized and exchanged on the network environment through the TD-Office document and work file management software system; 100% of the district's agencies and units and the People's Committees of 8 communes use the Government's specialized digital signature certification service in the process of exchanging, storing and processing electronic documents in clerical work on TD-Office software. Issued 37 digital certificates and 81 digital signatures to leaders of the district People's Committee, departments, offices and People's Committees of communes, leaders of party agencies, the Fatherland Front and mass organizations. The district has also digitized 11,772 incoming documents and 4,905 outgoing documents. Supported citizens in online payment of fees, charges, financial obligations for administrative procedures, and public postal services through receiving and processing records using online public service software at levels 3 and 4. Thanks to that, in 2023, the district's "one-stop" department received 9,219 records; in which 9,069 records were resolved, reaching 98.37% and consolidating and improving the quality and efficiency of the "one-stop" mechanism at the District People's Committee and 8 communes, bringing satisfaction to organizations and individuals using the service. Promoting digital transformation and effectively applying IT to serve administrative reform in sending, receiving and processing documents on the network environment helps bring practical benefits, maximize office cost savings, create convenience and flexibility for direction, management and operation in a streamlined, professional and modern direction.
To complete the targets and tasks of administrative reform in the coming time, Thuan Nam district continues to improve the organizational structure, clearly define the functions and tasks of specialized agencies under the district People's Committee to ensure streamlined, effective and efficient operations. Complete the development of job position projects for administrative agencies and public service units in the district and submit them to the provincial People's Committee for approval according to regulations. Strictly implement Directive No. 57-CT/TU of the Provincial Party Standing Committee, Directive No. 20/CT-UBND of the provincial People's Committee on strengthening strict implementation of discipline and order for cadres, civil servants and public employees in the province. Promote the effective application of IT and digital transformation in the activities of state agencies at the district and commune levels; maintain and improve the effectiveness of TD-Office software, official email, and software for monitoring executive instructions. Improve the quality of handling administrative procedures under the "one-stop" and "one-stop-shop" mechanisms, associated with improving the quality of online public services at levels 3 and 4, and receiving and handling administrative procedures through public postal services. Continue to promote reform of the public service and civil service regime, build a team of cadres, civil servants and public employees with reasonable quantity and structure, sufficient qualifications and capacity to perform public duties to serve the people. Well implement the strategic planning of personnel work in the period of promoting industrialization and modernization; innovate thinking and working methods, overcome weaknesses in each stage of personnel work. Continue to implement, maintain and apply the quality management system according to TCVN ISO 9001:2015 standards. Implement the information and reporting regime of administrative reform in a timely and correct manner.
