In particular, the Prime Minister requested the Vietnam Expressway Corporation (VEC) to mobilize resources to expand the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. The State Capital Management Committee at Enterprises was assigned to direct VEC to mobilize resources to quickly expand this expressway.
Urgent expansion of Ho Chi Minh City - Long Thanh - Dau Giay expressway
In addition, the Prime Minister also requested the Ministry of Construction to continue to coordinate with the Ministry of Transport in checking the conditions for acceptance and handover of projects into operation, providing guidance on payment sources for foreign contractors due to the suspension of the Ben Luc - Long Thanh project; continue to strengthen inspection, supervision and urging localities in the work of announcing construction material prices and construction price indexes.
Ho Chi Minh City - Long Thanh - Dau Giay Expressway and Ben Luc - Long Thanh Expressway are two key projects in the South, connecting Ho Chi Minh City with the Southeast provinces. According to the road network planning for the period 2021 - 2030, with a vision to 2050, Ho Chi Minh City - Long Thanh - Dau Giay Expressway is planned with a scale of 10 lanes.
Currently, phase 1 of the project with a scale of 4 lanes has been invested by VEC and put into operation in 2016. Since its operation, the traffic volume on the route has continuously increased (average of about 10.45%/year). According to calculations, the expressway from Ho Chi Minh City (An Phu intersection) to Long Thanh (intersection with Bien Hoa - Vung Tau expressway) is about 26 km long and has been exploited beyond the capacity of the route, not meeting the transportation demand. The route is often in a state of serious congestion.
In October 2022, VEC proposed to allocate VND14,700 billion to expand this expressway to 8-10 lanes. The total preliminary investment is VND14,780 billion (excluding interest during construction), to be implemented from the fourth quarter of 2022 to the first quarter of 2026.
Ben Luc - Long Thanh Expressway is unfinished
Meanwhile, the Ben Luc - Long Thanh expressway is 57.8 km long, passing through Dong Nai, Ho Chi Minh City and Long An. One end connects to the Ho Chi Minh City - Trung Luong expressway, the other end connects to the Ho Chi Minh City - Long Thanh - Dau Giay expressway.
The project started in 2014, with the first kilometers expected to be open to traffic in 2018, but had to stop in 2019 due to some changes in policies and mechanisms during the implementation process, leading to the project not being allocated capital. On May 11, VEC held a groundbreaking ceremony for construction packages A6-1, A6-2, A6-3, A6-5. These are 4 out of 5 construction packages reorganized from the unfinished construction of package A6 (eastern section).
