Prime Minister requests completion of district and commune mergers in September

(Dan Tri) - At the request of Prime Minister Pham Minh Chinh, units need to focus on implementing the arrangement of administrative units at district and commune levels in the 2023-2025 period, striving to basically complete it in September.

This task was set by Prime Minister Pham Minh Chinh (Head of the Government's Steering Committee for Administrative Reform) when concluding the 8th meeting of the Steering Committee on the morning of July 15. In addition to many achievements in administrative reform, the Prime Minister also pointed out many shortcomings and limitations and noted important lessons. In outlining the orientation for the coming time, the Prime Minister emphasized the viewpoint and spirit of "5 promotion".

Specifically, the Prime Minister requested to step up the review of regulations, remove difficulties, obstacles, and bottlenecks in institutions, mechanisms, and policies to mobilize all domestic and foreign resources for development; promote dialogue, sharing, and handling of obstacles and shortcomings for people and businesses, especially regarding administrative procedures to promote production and business, create jobs, and livelihoods for people and businesses. Along with that, the head of the Government directed to step up reform of the civil service regime, strengthen discipline, order, prevent and repel corruption and negativity; promote digital transformation, build a digital government, digital society, digital citizens, digitize data and records; promote non-cash payments in all fields and all transactions. Regarding the general tasks, the Prime Minister noted to prioritize immediate resolution of hot, urgent, and pressing issues among the people. In particular, according to the Prime Minister, it is necessary to have a plan to handle regulations that are still contradictory, overlapping, inadequate, and not suitable to reality; review and propose plans to reduce and simplify licenses related to business activities; strengthen decentralization and delegation of power. The Prime Minister also directed the task of focusing on implementing the arrangement of administrative units at the district and commune levels in the period of 2023-2025, striving to basically complete it in September, ensuring organizational stability for localities to hold Party congresses at all levels in 2025. Along with that, he emphasized the need to strengthen inspection and examination to improve discipline and administrative discipline in the performance of public duties. Under the direction of the head of the Government, the People's Committees of Hanoi, Ho Chi Minh City, Binh Duong, and Quang Ninh will pilot the model of a one-level public administrative service center under the provincial People's Committee under the one-stop, one-stop mechanism, piloting from September to the end of 2025. Regarding specific tasks, the Prime Minister assigned the Ministry of Home Affairs to organize, guide, and urge ministries, branches, and localities to complete the arrangement of public service units, district-level and commune-level administrative units in September. This Ministry is also assigned to implement the contents of salary policy reform; promptly urge and guide the removal of obstacles and shortcomings in the implementation process.

The Ministry of Justice is assigned to complete the issuance of documents guiding the Law on Land, the Law on Housing, the Law on Real Estate Business and the Law on Credit Institutions, which will take effect from August 1. The Ministry of Finance continues to research and propose measures to resolve difficulties in implementing support packages for people and businesses in production and business; perfect institutions and policies for effective public finance and public assets; promote digitalization of revenue management and use of electronic invoices. In addition, the Prime Minister requested the Ministry of Public Security to effectively implement the transition to using VNeID as the only account in performing online public services; research and expand utilities on the VNeID application to serve citizens when handling work. The State Bank of Vietnam effectively deploys the connection and exploitation of population information in the National Population Database, chip-embedded citizen identification cards, electronic identification accounts to serve online public services, credit operations and prevent and combat illegal activities, fraud, and money laundering.
