To proactively respond to storm No. 2 and floods, the Prime Minister requested ministers and Chairmen of the People's Committees of the above-mentioned provinces and cities to continue to direct and promptly and effectively implement measures to respond to storms and floods to ensure safety of people's lives and minimize property damage.
In particular, the Chairmen of the People's Committees of provinces and cities continue to closely monitor the developments of storm No. 2, rain, floods, and inundation to direct and deploy timely response work, appropriate to the specific situation in the locality, ensuring the safety of people's lives. Continue to guide ships and vehicles (including tourist boats) still operating at sea and along the coast to proactively escape from dangerous areas or return to safe shelters.
Check and proactively evacuate people from dangerous areas to ensure safety, especially households in areas at risk of landslides and flash floods. Arrange forces to guard, control, guide, and support traffic safety through culverts, landslide areas or areas at risk of landslides, areas with deep flooding and fast-flowing water; resolutely do not allow people and vehicles to pass through if safety is not ensured.
Proactively arrange forces on duty in key areas to be ready to respond, rescue and salvage when situations arise.
Implement measures to ensure the safety of dams, dykes, and limit damage to aquaculture, agricultural production, industry, and infrastructure. Timely visit, encourage, and support affected families, especially those with dead or missing members; mobilize local forces to support people to quickly overcome the consequences of natural disasters.
The Prime Minister assigned the Ministry of Natural Resources and Environment to continue to closely monitor the developments of storms, floods, forecasts, and promptly inform relevant agencies and people to proactively direct and deploy response work; the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade to direct the regulation of irrigation and hydropower reservoirs to ensure scientific operation and absolute safety for the works, to prevent artificial floods, and to contribute to flood reduction downstream, noting that it is necessary to notify people early before operating flood discharge.
The Ministry of National Defense and the Ministry of Public Security directed relevant units and forces stationed in the area to closely coordinate with localities, proactively arrange forces and means to support the evacuation and relocation of residents from dangerous areas, organize rescue, and overcome consequences when requested by localities.
The Ministry of Transport directs the work of ensuring safety for means of transport at sea and along the coast; directs, coordinates, and supports localities to quickly overcome landslides on traffic routes, especially on main traffic axes.
Storm No. 2 heading towards the Gulf of Tonkin
The National Center for Hydro-Meteorological Forecasting said that at around 4 p.m. on July 21, storm No. 2 (storm Prapiroon) was in the sea northwest of the Hoang Sa archipelago, about 180 km southeast of Hainan Island (China). The center of the storm was located at about 17.4 degrees north latitude - 110.9 degrees east longitude. The storm was at level 8 (62 - 74 km/h), gusting to level 10, moving west-northwest at 10 - 15 km/h.
In the next 24 hours, storm No. 2 will move northwest at 15 km per hour. At 4:00 p.m. on July 22, the center of the storm will be at approximately 20.1 degrees north latitude - 108.9 degrees east longitude; in the sea east of the Gulf of Tonkin. The storm is at level 8, gusting to level 10.
