On December 31, Prime Minister Pham Minh Chinh attended the Conference "Summary of work in 2023, deployment of directions and tasks for work in 2024 of the natural resources and environment sector" organized by the Ministry of Natural Resources and Environment.

According to the report of the Ministry of Natural Resources and Environment, in 2023, closely following the direction of the Government and the Prime Minister, the entire sector has made great efforts and determination in handling work, ensuring that the state management activities of the Ministry and the sector are smooth and consistent, especially in the context of the Ministry's leadership changes and transfers. Many important results have been recognized by the Party and State leaders and highly appreciated by the people.

In 2024, the whole industry identified breakthroughs to accelerate development as continuing to promote institutional reform, ensuring synchronization, unity, clarity, and transparency; removing bottlenecks and bottlenecks in legal regulations, building a synchronous planning system to liberate and promote resources for economic and social development.

Along with that, promote digital transformation, build a natural resources and environmental data information system; proactively integrate with the trends of the times, mobilize social resources, and provide international support to implement digital transformation and green transformation.

Speaking at the conference, Prime Minister Pham Minh Chinh stated that in the context of difficulties and challenges, there are more opportunities and advantages than forecasts. Vietnam is a developing country, an economy in transition, the scale of the economy is still small, its resilience is limited but its openness is large. However, by the last day of 2023, it can be affirmed that we have basically completed the goals and tasks set for the whole year, in which the GDP scale reached about 430 billion USD, GDP per capita reached about 4,300 USD, and the confidence of people, businesses and investors was enhanced.

Further analyzing the position, role, and importance of the natural resources and environment sector, the Prime Minister stated that, along with people and historical and cultural traditions, nature and its resources are one of the internal resources that have fundamental, strategic, long-term, and decisive significance for national development.

The Prime Minister acknowledged, commended and highly appreciated the efforts, results and achievements that the natural resources and environment sector has achieved, making important contributions to the overall achievements and results of the whole country in 2023.

First of all, regarding the leadership and direction of the implementation of assigned tasks, the Party Executive Committee and the leaders of the Ministry of Natural Resources and Environment have united, innovated their thinking and methods of organization and implementation, closely followed the resolutions, directives and conclusions of the Central Committee and key leaders to flexibly, creatively, promptly and effectively implement and complete assigned tasks well.

Second, the work of perfecting institutions, policies and laws continues to be directed and implemented by the Ministry, thereby creating a legal system on natural resources and environment that is increasingly synchronous, unified and put into practice, such as the construction of the draft Law on Land (amended) and the Law on Water Resources (amended).

Third, resource management has achieved many important results. The whole industry has proactively implemented early solutions to ensure input factors for the economy such as land, water resources, information, and hydrometeorological data to serve production and business, and develop the country's strategic infrastructure.

Fourth, the implementation of policies and laws on environmental protection continues to improve in terms of efficiency and effectiveness; the responsibility of authorities at all levels, businesses, investors and people's awareness of environmental issues is increasingly enhanced.

Fifth, the implementation of policies and solutions for green transformation, emission reduction, and proactive response to climate change has been very positive, achieving important results, especially in promoting energy transition.

Sixth, the Ministry and localities have invested in digital transformation and database building in the natural resources and environment sector, contributing to improving the efficiency of state management, providing public services, and resolving administrative procedures for people and businesses.

Focus on perfecting the Land Law in 2024

However, the Prime Minister requested that the natural resources and environment sector absolutely not be complacent, intoxicated, or satisfied with the results achieved. In addition, it is necessary to frankly acknowledge the shortcomings, limitations, and challenges in solving emerging issues in resource management, environmental protection, and climate change response.

Basically agreeing with the key tasks in 2024 that the natural resources and environment sector has identified, the Prime Minister emphasized a number of specific tasks and solutions.

First of all, it is necessary to thoroughly grasp and seriously and effectively implement the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, the resolutions of the National Assembly and the Government on the main tasks and solutions for socio-economic development in 2024.

Then continue to perfect institutions, build a synchronous and feasible system of policies and laws to mobilize, manage and effectively use natural resources for economic and social development; protect the living environment, proactively adapt to climate change; promote the removal of difficulties and obstacles for people and businesses.

In particular, focus all resources on completing the draft Land Law (amended) to ensure quality for submission to the National Assembly for approval at the nearest Session; organize the implementation of the Law immediately after its approval, together with the Law on Water Resources (amended).

Strengthen inspection, examination and strictly handle establishments and acts that violate environmental laws.

Implement an action plan to implement political commitments with partners on supporting a just energy transition, developing ecosystem-based economic sectors and implementing adaptation models, enhancing resilience, and minimizing loss and damage due to climate change.

The Prime Minister requested the Ministry of Natural Resources and Environment to closely and effectively coordinate with ministries, sectors, localities, and agencies, listen to and absorb each other's opinions and those of people and businesses.

The Prime Minister emphasized the task of promoting digital transformation and green transformation through continuing to build institutions, train human resources, mobilize resources, especially building databases on land, environment, minerals, and connecting with the national database on population.

The Prime Minister believes that with the tradition of innovation, creativity, and high determination at both the central and local levels, the natural resources and environment sector will continue to develop well, successfully achieve the set goals, and achieve higher results in 2024 than in 2023 .
