HUMAN-CENTERED AND SUBJECT
Prime Minister Pham Minh Chinh delivered a speech on the content of Resolution No. 42-NQ/TW of the 13th Party Central Committee on "continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period".

The Party's viewpoint affirms: Social policy is a policy of caring for people, for people, taking people as the center, the subject, the goal, the driving force, the resource for sustainable national development; is a regular and important task of the Party, the State, the political system and the whole society; demonstrates the characteristics and good nature of the socialist regime; economic growth is associated with ensuring social policies; creating conditions for people to enjoy the fruits of the cause of innovation, national development, improving the quality of life, contributing to building and defending the Fatherland.

At the conference, the Prime Minister analyzed and clarified the viewpoints and main targets until 2030, vision to 2045 and 9 groups, main tasks and solutions of Resolution No. 42-NQ/TW.

The Prime Minister said that in the context of many subjects, large areas, and complex nature, the implementation of social policies must be done calmly, without haste, and cannot be resolved in a few years, but is a long-term issue.

The Prime Minister said: There are many models in the world, including: Social policy models in a free market economy like in the US, social policy models in a social market economy like in Germany, social policy models based on social welfare like in the Nordic countries, and subsidized social policy models like in Cuba.
Based on the conditions, situation and characteristics of Vietnam in the current period, the head of the Government said: Our country takes the advantages of the above models to build a social policy model suitable for a developing country, an economy in transition; respects the development of the market with the management and regulation of the State; is suitable for the foundation of developing socialist democracy, building a socialist rule of law state of the people, by the people, for the people, with the human factor throughout; does not sacrifice progress, social justice; does not sacrifice social security; does not sacrifice the environment to pursue mere growth.
“Vietnam's social security model aims for a comprehensive, progressive, equitable, inclusive and sustainable social policy for all people,” the Prime Minister affirmed.

Shifting from "Security and Stability" to "Stability and Development"
At the conference, the head of the Government pointed out new points in the approach of Resolution No. 42-NQ/TW, such as: Changing the approach from "guarantee and stability" to "stability and development"; associated with sustainable social development management, improving social welfare for all people, ensuring social security, human security, and social security.

At the same time, harmoniously combine continuing to ensure social security and other social policies to ensure social stability; focus on development and social progress through human development, human resource development, middle class development associated with sustainable social development management and as a driving force for economic development, contributing to building and defending the Fatherland.

Resolution No. 42 also expands the scope to all social policy groups for all subjects on the principle of ensuring universality and comprehensiveness, including: Preferential policies for people with revolutionary contributions; labor, employment, and human resource development policies; policies to ensure social security (pillars are social insurance, health insurance, unemployment insurance, social assistance, and poverty reduction).

Policies on improving social welfare and ensuring access to social services (healthcare, education, housing, culture, clean water, environmental sanitation, information); policies for disadvantaged groups, the poor, ethnic minorities, and people in difficult circumstances in remote areas.
