The Directive stated: In 2023, despite continuing to face many difficulties and challenges, with the efforts of the entire political system and the spirit of initiative, urgency, determination and efficiency, together with the joint efforts, consensus and support of the business community and people nationwide, the socio-economic situation of our country has changed positively, basically achieving the set general goals and many other important results in all fields, in which striving to achieve the highest level of all social indicators, stable macro-economy, controlled inflation, ensured major balances, gradually restored economic growth, cultural and social fields implemented relatively synchronously, promptly and effectively.

Ensure goods source, continuous and adequate supply to the market at reasonable prices

To resolutely implement Directive No. 26-CT/TW dated November 23, 2023 of the Secretariat on organizing the Giap Thin Lunar New Year in 2024; well prepare conditions to serve the people to celebrate the Giap Thin Lunar New Year joyfully, healthily, safely and economically; promote the recovery and development of production and business in all fields at the end of 2023 and the Lunar New Year; The Prime Minister requested the Ministry of Industry and Trade to preside over and coordinate with ministries, branches and localities to closely monitor and grasp the market situation, proactively direct localities to have plans to prepare the supply of essential goods, goods with high consumer demand, ensure quality, fully and promptly meet the needs of the people, prevent shortages, hoarding, and interruptions in goods sources causing sudden price increases; Coordinate and direct localities to implement market stabilization programs, supply-demand connection activities, programs to bring Vietnamese goods to rural areas, industrial parks, remote areas, and islands; direct enterprises to produce and trade essential goods and goods with high demand during Tet, and have plans to ensure goods sources, continuous and adequate supply to the market at reasonable prices.

Ministries, branches and localities direct petroleum businesses to have plans to ensure energy supply such as electricity and petroleum for the domestic market before, during and after the 2024 Lunar New Year, absolutely not allowing shortages in any situation; continue to closely monitor the supply of electricity, petroleum and liquefied gas trading activities to contribute to stabilizing the market and serving the people; coordinate with the State Capital Management Committee at enterprises to direct units to ensure sufficient electricity supply for production, business and people's daily life, not allowing power shortages in any situation...

Strengthen inspection and control to prevent smuggling and trade fraud

The Ministry of Finance shall preside over and coordinate with ministries, branches and localities to closely monitor price and market developments, especially essential consumer goods and services and items subject to price stabilization, promptly direct and take measures to strictly handle violations of price laws within its authority. If necessary, promptly report to the Head of the Price Management Steering Committee on arising issues that affect price levels and macroeconomic stability.

The Ministry of Finance closely coordinates with relevant agencies to strengthen inspection and control to prevent and combat smuggling, trade fraud, trade in counterfeit goods, poor quality goods, and goods of unknown origin, especially at the end of the year and during the Lunar New Year; focus on inspection and strict patrols at key routes and areas, where smuggled and counterfeit goods tend to increase during the New Year (such as explosives, firecrackers, weapons, goods that violate the environment, cigarettes, alcohol, poultry, food, etc.).

Ensure food safety and hygiene

The Ministry of Agriculture and Rural Development shall preside over and coordinate with ministries, branches and localities to closely monitor weather developments to direct production in the 2023-2024 Winter-Spring crop; proactively develop plans to prevent and combat natural disasters, especially severe cold, frost, hail, drought, saltwater intrusion, and prevent and control diseases for crops, livestock and aquatic products, especially African swine fever and lumpy skin disease in cattle to limit damage and ensure stable production; provide timely support for seeds of crops, livestock, vaccines, disinfectants, pesticides, etc. according to regulations for localities affected by natural disasters and epidemics to quickly restore production, ensure environmental sanitation, and stabilize people's lives for the Spring and Tet holiday.

The Ministry of Agriculture and Rural Development coordinates with the Ministry of Industry and Trade and localities to ensure the supply of food and foodstuffs to stabilize prices, especially rice, pork and essential agricultural and food products before, during and after the Lunar New Year 2024, to avoid shortages and price hikes. Strengthen quality management and ensure food safety and hygiene for agricultural, forestry and fishery products. Coordinate with competent authorities to implement measures to strictly control the supply, illegal trading and transportation of livestock, poultry and related products, especially at border gates, trails and openings in border areas.

At the same time, proactively inspect and direct the work of ensuring the safety of irrigation works, reservoirs, river dykes, and sea dykes after the rainy and stormy season; operate irrigation reservoirs reasonably and effectively, have plans to ensure water sources for winter-spring crop cultivation and water sources for daily life, production, and hydropower; strengthen inspection of forest protection, fire prevention, and fighting work, and have timely response solutions when incidents occur.

Facilitate workers to take Tet holiday and return to work after Tet

The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with ministries, branches and localities to focus on reviewing and grasping the living conditions of policy beneficiaries and people in difficult circumstances (poor households, near-poor households, people in localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas, workers, laborers, unemployed people, etc.) to pay attention, care for, and promptly have appropriate support policies. Organize visits and give gifts to the right beneficiaries, in accordance with the regime, publicly and transparently, avoid duplication and overlap, do not take advantage of or profit from policies, ensure that all policy beneficiaries have gifts and receive gifts before Tet, and no one is left without Tet.

The Ministry of Labor, War Invalids and Social Affairs monitors and grasps the labor situation in industrial parks, export processing zones, economic zones, especially in localities with a large concentration of workers, creating favorable conditions for workers to take Tet holidays and return to work after Tet; paying attention to supporting workers who have suffered a sharp decrease in income, lost or lacked jobs due to the impact of natural disasters, epidemics, and businesses narrowing production and business, etc.

Strengthening measures to prevent and control epidemics

The Ministry of Health shall preside over and coordinate with ministries, branches and localities to direct units and localities to strengthen measures to prevent and control epidemics, especially epidemics that are at risk of breaking out in the winter - spring season and dangerous emerging epidemics that may enter our country. Monitor, supervise, detect early and promptly and thoroughly handle outbreaks of infectious diseases, prevent them from spreading and spreading in the community; fully prepare chemicals, vaccines, equipment, means and human resources to ensure that they meet the requirements for epidemic prevention and control, and be ready to respond to possible situations.

Organize medical examination and treatment well, and be on duty 24/7. Proactively prepare human resources, adequate supplies of medicines, blood, infusion fluids, supplies, chemicals, equipment, etc.; arrange hospital beds and vehicles to respond to and serve treatment and emergency care, especially traffic accidents, fires, injuries, food poisoning, and treatment of patients with infectious diseases during Tet.

Do not let people delay returning home for Tet due to lack of transportation

The Ministry of Transport shall preside over and coordinate with ministries, branches and localities to strengthen the regulation and strict management of transportation activities to serve people's travel needs during the Lunar New Year, to prevent people from returning home late for Tet due to lack of means of transportation; strengthen inspection of the implementation of declaration and posting of transportation fares, train and bus ticket prices according to regulations; organize smooth transportation of goods before, during and after Tet, especially in remote areas, ethnic minority areas and islands.

Strengthen inspection and control of quality and technical safety of vehicles participating in traffic; take measures to prevent illegal transportation of flammable and explosive goods, dangerous goods, products, livestock and poultry of unknown origin and without medical quarantine certificates on means of transport...
