Prime Minister: Need to train human resources for high-speed railway

To prepare for the construction of the North-South high-speed railway, the Prime Minister requested the Railway Corporation to strengthen human resource training and develop the industry in a modern direction.

"The Ben Thanh - Suoi Tien urban railway line in Ho Chi Minh City currently does not have enough staff to operate, which may affect the project's progress. Therefore, the Corporation must strengthen human resource training to develop high-speed railways in the future," Prime Minister Pham Minh Chinh said when giving instructions at the conference to deploy the 2024 production and business plan of the Vietnam Railway Corporation (VNR) on the afternoon of January 9.

According to the Government leader, Conclusion No. 49 of the Politburo on the orientation of developing Vietnam's railway transport to 2030, with a vision to 2045, has set the goal of developing modern and synchronous railway transport to promote rapid and sustainable socio-economic development, meeting the goal of Vietnam being a developed country with high income by 2045. Railway transport plays a key role in the North-South economic corridor, the main East-West transport corridors and passenger transport in major cities.

Therefore, he proposed that the State Capital Management Committee at Enterprises, the Ministry of Transport and Vietnam Railways Corporation be determined to submit for approval the high-speed railway project in 2024, along with the Lao Cai - Hai Phong, Lang Son - Hanoi, Ho Chi Minh City - Can Tho railway projects....

The Head of Government also requested Vietnam Railways Corporation to focus on building a foundation for developing the railway industry in a modern direction, implementing development strategies, production and business plans and investment development for the period 2021-2025, and continuing to implement digital transformation and green transformation.

"We need to promote self-reliance, self-improvement, and rise from our own hands, minds, land, sky, and sea, turning nothing into something, turning the impossible into possible," the Prime Minister emphasized.

To have resources to invest in railway projects, he suggested that the Ministry of Transport, the State Capital Management Committee at Enterprises and the Railway Corporation should implement modern management suitable to Vietnam's conditions, and restructure the assets and finances that the Corporation currently has to ensure higher added value.

Currently, the Corporation manages and operates more than 3,100 km of railway and more than 22,000 employees nationwide. Therefore, "the Corporation must ask the question of how to use and exploit it more effectively."

Vietnam Railways Corporation has made great progress in 2023 with revenue of more than VND 8,500 billion, after-tax profit of VND 94.8 billion, transporting 6.1 million passengers, equal to 135% of the same period last year. Workers in the industry have an average income of VND 9.5 million per month, reaching 105% over the same period. In the previous three years (2020-2022), VNR's revenue decreased and profits were negative consecutively due to the impact of the Covid-19 pandemic.
