At the reception, Deputy Minister Nguyen Thi Phuong Hoa and functional units of the Ministry received 2 rounds of citizens complaining about land issues.

Specifically, Ms. Hoang Thi Chien and a number of citizens residing in Nguyen Xa Residential Group, Minh Khai Ward, Bac Tu Liem District, Hanoi City sent a petition to the Inspectorate of the Ministry of Natural Resources and Environment, reflecting on violations by authorities at all levels in adjusting land use planning, land recovery, compensation, and resettlement support when implementing the Project to expand the first campus of the Industrial University in Minh Khai Ward, Bac Tu Liem District, and the failure to resolve citizens' complaints and denunciations according to the provisions of law.

The case of Ms. Lam Thi Thanh Huyen (Nghe An province) is the authorized representative of Mr. Bui Duy Thai, Bui Duy Sau, Bui Duy Huy, Bui Duy Thuc, Bui Duy Kha - citizens of the Bui Chi 3 family (address: Village 1, Quynh Luong commune, Quynh Luu district, Nghe An province) who filed a complaint requesting the recovery of 209 square meters of garden land granted to Mr. Bui Duy Tinh in 1996, but the People's Committee of Quynh Luu district put it up for auction and granted a land use right certificate to the bidder, Mr. Ho Quy Thanh, which is not in accordance with the law.

According to the citizen's statement, the 209m2 land plot mentioned above belongs to the land where the Bui family built a church in 1925. In 1987, when the State measured according to Directive 299/TTg, the above land plot belonged to plot 544, map sheet number 3. On June 1, 1996, the People's Committee of Quynh Luu district issued land use right certificate number H395511 (plot 544, area 309 m2, including 100m2 of land for building a church and 209m2 of land mentioned above) to Mr. Bui Duy Tinh, the head of the Bui family branch. This is a unified land plot, which the Bui family branch 3 has used up to now. However, according to the citizen's complaint, the People's Committee of Quynh Luu district put the 209m2 land plot up for auction and issued a land use right certificate to the auction winner is not in accordance with the law.

The leaders of the Inspectorate of the Ministry of Natural Resources and Environment explain and guide citizens in accordance with the provisions of the law.

After listening to the responses of the Ministry Inspectorate and its affiliated units to citizens, Deputy Minister Nguyen Thi Phuong Hoa said that the leaders of the Ministry of Natural Resources and Environment always listen and will focus on directing affiliated units to resolve people's petitions and concerns related to the fields of the Ministry of Natural Resources and Environment according to their authority and legal regulations.

Deputy Minister Nguyen Thi Phuong Hoa requested that functional units focus on carefully studying the records of citizens' cases. Any content related to the Ministry's authority will be sent in writing to localities requesting them to review, verify and respond to citizens in accordance with legal regulations.

For cases not under the jurisdiction of the Ministry, the Deputy Minister explained and requested specialized units to guide citizens to competent and responsible agencies and units to be resolved in accordance with regulations and legal procedures for complaints and denunciations.

In compliance with legal regulations on citizen reception, the Ministry of Natural Resources and Environment organizes regular citizen receptions on all working days of the week. Every month, the Ministry's leaders will directly receive citizens on the last Thursday of the month and conduct ad hoc receptions according to regulations to receive, answer and direct the timely resolution of complaints and denunciations of citizens in the field of Natural Resources and Environment.
