Attracting and effectively using ODA capital

The Tuyen Quang Province Rural Development Program Project uses non-refundable aid from the Korea International Cooperation Agency (KOICA) with the goal of comprehensive development, sustainable poverty reduction associated with new rural construction in 17 communes of 6 districts.

Staff of the Coordination Board of Foreign Capital Projects and experts surveyed the Investment project to build a road from Tuyen Quang City Center to My Lam Mineral Spring Tourist Area sponsored by the Economic Development Cooperation Fund (EDCF).

After 5 years of implementation, the Project's activities have been implemented on schedule, achieving and exceeding the set plan. Up to now, nearly 16,000 people in 25 project communes, towns and neighboring communes have directly and indirectly benefited from the project. In particular, the priority target groups of the Project are ethnic minorities, poor, near-poor and vulnerable women's households. The Project has contributed to the construction of 191 OCOP products of the province; put into operation 20 km of inter-commune roads in Son Duong district and 40 km of inter-village roads, roads to production areas in 6 districts; renovated and upgraded clusters of irrigation works of reservoirs, canals, and dams in 3 communes of Son Duong district; training activities, support of equipment, machinery... helped members of cooperatives and cooperatives increase their income by 40%, the average productivity of cooperatives and cooperatives increased by 20 - 30%. At the same time, the project supports training, capacity building for primary health care, construction of health station infrastructure, contributing to improving health care in rural areas. The empowerment component has helped women change their perceptions, understand gender equality and manage their finances better.

In addition to implementing the KOICA project on schedule, the Coordination Board continues to implement the project items "Developing infrastructure adapting to climate change to support production for ethnic minorities in the mountainous and midland provinces of the North" using loans from the Government of Japan (JICA); the project to invest in building a road axis from Tuyen Quang City Center to My Lam Mineral Spring Tourist Area using ODA loans from the Economic Development Cooperation Fund (EDCF); the project to enhance investment efficiency and maintain, develop and ensure sustainability of the Tuyen Quang Province Rural Development Program using non-refundable aid from KOICA...

Comrade Vu Thi Phuong, Deputy Director of the Provincial Foreign Capital Projects Coordination Board, said that along with the implementation of the KOICA, JICA, EDCF Projects, the Board has coordinated with departments, branches, district People's Committees and experts to develop proposals for new programs and projects such as: Project "Investment in school and classroom facilities, improving teaching and learning conditions for educational and training institutions in Tuyen Quang province" and project "Building a rural transport system adapting to climate change in Tuyen Quang province" using non-refundable aid capital from the Chinese Government; project "Sustainable rural development in the period of 2026 - 2029" using non-refundable aid capital from KOICA; project to build a 2-storey classroom building with 10 classrooms for Tu Quan Primary School, Yen Son district sponsored by Global Vision International; attracting foreign projects to do business in industrial parks and clusters, etc.

In the coming time, to continue attracting and effectively using ODA capital, the Coordination Board of Foreign Capital Projects will continue to complete legal procedures for large projects, focusing on transport infrastructure, education, and climate change response; promote disbursement efficiency, especially in key projects, prioritizing essential areas; expand coordination with funding organizations such as KOICA, JICA, EDCF... to implement new projects, build long-term partnerships; shorten project implementation time; apply technology to monitor and evaluate investment efficiency to ensure transparency and optimize capital sources... Thereby, not only promoting sustainable socio-economic development but also bringing a better life to people, especially people in mountainous and disadvantaged areas.
