Gender equality ranking increases by 4 places
According to the Global Gender Gap Report 2022 published by the World Economic Forum (WEF) in July 2022, Vietnam's gender equality ranking in 2022 is 83/146 countries, up 4 places compared to 2021 (in 2021, Vietnam ranked 87/144 countries), in which, the indicators on women's empowerment, health and education have made remarkable progress.
Funding for gender equality continues to receive attention, allocation and integration into national target programs, gradually ensuring resources for implementing gender equality tasks.
Vietnam ranks 60th in the world, 4th in Asia and 1st in the Inter-Parliamentary Union of the Association of Southeast Asian Nations in terms of the proportion of women participating in elected bodies; 3rd in the ASEAN region and 47th out of 187 countries in the world participating in the ranking of gender equality in politics and management.
Currently, the proportion of female leaders and managers in Party and State agencies has increased in quantity and especially in quality. Our country is also in the top 1/3 of countries in terms of the proportion of female National Assembly deputies and the proportion of women participating in the workforce.
In 2022-2023, the world and Vietnam will enter the recovery phase after the Covid-19 pandemic with many challenges to socio-economic development, strongly affecting people's lives, especially vulnerable groups such as women and children. With the strong determination of the Party and State, social security, women's rights and gender equality have made remarkable progress.
The percentage of female deputies in the XV National Assembly reached 30.26%, 3.46% higher than the XIV National Assembly and the highest since the V National Assembly (currently ranked 62/190 countries); the percentage of female employees receiving salaries is 48.3%. The percentage of enterprises owned by women reached 26.5%, contributing to the index of women's progress in enterprises in Vietnam ranked 9/58 countries; ranked 2/6 Southeast Asian countries studied. Women in the Vietnamese armed forces participated effectively and responsibly in the United Nations peacekeeping force...
After 12 years of implementation, Vietnam's National Strategy on Gender Equality for the 2011-2020 period has achieved many encouraging results, contributing to narrowing the gender gap in various fields and making positive contributions to the country's socio-economic development.
In addition to the achievements, gender gaps in Vietnam still exist in many different areas such as education, health care... In particular, the Covid-19 pandemic has caused the unemployment rate of female workers to be higher than that of male workers.
Efforts needed to raise awareness of gender equality
Director of the Department of Gender Equality, Ministry of Labor, Invalids and Social Affairs Le Khanh Luong said that in 2022, gender equality work will continue to receive attention and direction from the leaders of the Party, State, National Assembly, Government and Prime Minister.
The National Assembly has increasingly promoted the examination and integration of gender equality issues in the proposals for the annual law and ordinance development program and in draft laws and ordinances submitted to the National Assembly for approval.
The Government has actively and proactively directed ministries, branches and localities to implement strategies and programs on gender equality. Ministries, branches and localities have all developed plans and implemented the Strategy.
The system of legal documents and policies continues to be improved towards ensuring the principle of gender equality. The National Assembly promotes the examination and integration of gender equality issues in the proposals for the annual law and ordinance development program and in draft laws and ordinances submitted to the National Assembly for approval, ensuring feasibility and clarifying responsibilities and resources.
Many legal documents related to gender equality have been developed and amended, contributing to ensuring and promoting gender equality, preventing and responding to gender-based violence.
Sharing about this issue, Prof. Dr. Huynh Van Son, Principal of Ho Chi Minh City University of Education, said that the implementation of gender equality in Vietnam has made significant progress. Women create effects and images that bring positive inspiration in life. The issue of gender equality and children has been integrated in a practical way, contributing to stabilizing life, ensuring social security, and narrowing the gender gap.

The 1946 Constitution stipulates that women are equal to men in all aspects. All Vietnamese citizens aged 18 and over, regardless of gender, have the right to vote.
In addition, the 2006 Law on Gender Equality sets the goal: “Eliminate gender discrimination, create equal opportunities for men and women in socio-economic development and human resource development, move towards genuine gender equality between men and women and establish and strengthen cooperative and supportive relationships between men and women in all areas of social and family life”.
Therefore, according to Professor Huynh Van Son, it is necessary to ensure gender equality in employment and income, creating maximum conditions for women to develop the socio-economy. In this aspect, gender equality is based on exploiting gender strengths, recognizing the advantages and strengths of each gender and gender characteristics. Vietnam's strategy is demonstrated through many policies of the Party and State, contributing to narrowing the gender gap in various fields, making a positive contribution to the socio-economic development process.
However, women and girls are still disadvantaged and vulnerable to risks and need more equal opportunities. Specifically, gender bias and gender-based violence are still a pressing issue, and the rate of women being abused and subjected to violence is still very high.
"Vietnam has made efforts to raise awareness of gender equality, change attitudes and gender stereotypes in society; promote international cooperation in addressing gender equality, especially among disadvantaged groups and in strategic areas such as education, health, and employment," said Professor Huynh Van Son.
In general, gender equality has been integrated into social security policies in a diverse and rich way and has undergone many significant improvements.
Expert Huynh Van Son emphasized: “In the current period, adapting to the new context, Vietnam's socio-economic development strategy continues to identify gender equality, women's advancement and ensuring a reasonable gender balance as a goal in the country's development orientation”.
Speaking at the 67th annual meeting of the Commission on the Status of Women (CSW) held in New York, USA from March 6-17, 2023, Ms. Bintang Puspayoga, Minister of Women's Empowerment and Child Protection of Indonesia, representing ASEAN, said that the Association welcomed the 67th annual meeting of the CSW with the theme "Innovation and change in technology and education in the digital age to achieve gender equality and empower all women and girls". Over the past 55 years, ASEAN has made remarkable progress and achievements. However, ASEAN countries continue to face difficulties and obstacles, including the unequal impact of objective factors such as epidemics, natural disasters, and social change. During the Covid-19 pandemic, many women face the risk of losing their jobs and income. Faced with these challenges, ASEAN needs to strengthen close cooperation to enhance the role of women in peace, stability and sustainable development in the digital age. |
