Many people disguise themselves as selling lottery tickets, cotton swabs, ballpoint pens... but in fact, they are begging to deal with the authorities.
Many beggars also operate outside of working hours, on weekends, during lunch breaks and move between locations, making management difficult.

The Department of Labor, Invalids and Social Affairs also pointed out that in some localities, the work of managing vagrants and beggars and concentrating on subjects has not been carried out regularly, continuously and resolutely, leading to vagrants and beggars still occurring.
To resolve this situation, the Department of Labor, Invalids and Social Affairs recommends that when people discover people who are herding homeless beggars, they should immediately report to the local police and the task force for timely handling. In the case of children, immediately report to Hotline 111.
Regarding the work of caring for and protecting children, at the press conference of Ho Chi Minh City on the afternoon of April 11, Lieutenant Colonel Le Manh Ha, Deputy Head of the Staff Department, Ho Chi Minh City Police said: "Ho Chi Minh City Police will strengthen the work of grasping the situation on cyberspace to promptly detect and handle leaders who form groups to conduct illegal activities.
At the same time, review and grasp the situation of beggars and homeless people in the area, coordinate with relevant agencies to promptly handle cases of human trafficking...", Lieutenant Colonel Ha emphasized.
