Perspective of Tu Lien bridge.
Tu Lien Bridge is an important traffic project within the Hanoi Party Committee's Program 03-CTr/TU on urban beautification, urban development and urban economy in Hanoi for the period 2021-2025. The medium-term public investment content of Program 03 has been determined for the period from 2021-2025, preparing for investment in Tu Lien Bridge as a basis for organizing bidding, there is no specific plan to determine the time of construction at this time. Whether or not construction will start depends on the procedures and progress of investment plan research. Recently, the Department of Transport has coordinated with the Pacific Group to study the investment project to build Tu Lien Bridge under the PPP (public-private partnership) form. Through research, a technical plan has been established, in which the total length of the route is determined to be 11.5km. In which, the main bridge and the approach roads at both ends of the bridge are about 5.5km long; The road connecting to the bridge in Dong Anh district is about 6km long, with a total investment of 22,000 billion VND. In early September 2024, the Hanoi People's Committee announced that the project would be handed over to the Department of Planning and Investment for research and consultation with the city to convert this project to public investment. Another important bridge project across the Red River, the Tran Hung Dao Bridge, has now selected an architectural plan. However, the study of the technical plan is still a big problem, related to many different contents. Recently, Him Lam Joint Stock Company has sent a dispatch to the Hanoi People's Committee requesting to stop the work of preparing a pre-feasibility study report for the Tran Hung Dao Bridge construction project. After the bridge architectural plan was selected, Him Lam Joint Stock Company coordinated with the Consulting Joint Stock Corporation of Transport Design Consulting Corporation - JSC, Chodai & Kiso-Jiban Vietnam Co., Ltd., Chodai Co., Ltd., Niwa Architecture Co., Ltd., NH Village Architectural Design Co., Ltd. to complete the pre-feasibility study report for the Tran Hung Dao bridge construction project. The final file was reported by the company to the Hanoi People's Committee and relevant departments and branches as follows: Option 1: If the BOT project is invested in accordance with regulations, the State budget capital accounts for 50%, the investor capital accounts for 50%, then there is no payback period for the investor; Option 2: If the payback period is 26 years, the capital source ratio will be 70.4% budget and 29.6% investor, which is contrary to current regulations. Therefore, Him Lam Joint Stock Company found that the investment in the Tran Hung Dao Bridge project under the PPP (public-private partnership) method, the BOT contract type, is not in accordance with the Law on Investment under the public-private partnership method. Him Lam Joint Stock Company requested Hanoi City to allow Him Lam to stop preparing the project's pre-feasibility study report and hand over to the city all the researched documents on the Tran Hung Dao Bridge project so that the city can continue to research investment under another more feasible form.Nhandan.vn
