On the afternoon of October 16, information from the Office of the People's Committee of Thanh Hoa province confirmed that this unit had just received an urgent report from Son Hai Group reporting signs of chemical damage on the Nghi Son - Dien Chau highway.
According to the petition, on October 15, Son Hai Group discovered that the section from Km382 - Km384 in Nghi Son town (Thanh Hoa) had many abnormalities on the road surface. Accordingly, through the field inspection process, the unit found that the Nghi Son - Dien Chau highway (North - South highway) had signs of suspected chemical spillage, causing the top layer of asphalt protecting the surface to decompose, and the stone surface to emerge. At the scene, there were still traces of strange substances. When continuing to inspect at a number of other locations on the Nghi Son - Dien Chau highway, many more locations suspected of chemical spillage also appeared.

Faced with the above situation, Son Hai Group suspected signs of sabotage, so they urgently reported to the People's Committee of Thanh Hoa province and Thanh Hoa Provincial Police to promptly investigate and clarify.
"The office has just received a report from Son Hai Group. The case is being processed according to regulations as soon as possible to inform the business," said a leader of the Thanh Hoa Provincial People's Committee Office.
According to research, the North-South Expressway component project, Nghi Son - Dien Chau section, has a total length of 50km, passing through the two provinces of Thanh Hoa and Nghe An. This is a project converted from the form of PPP (public-private) investment to public investment.
The project has a total investment of about 7,293 billion VND with 4 bidding packages; including construction and equipment costs of 4,305.9 billion VND; site clearance and resettlement costs of 1,778.1 billion VND; project management, consulting and other costs of 553 billion VND; contingency costs of 656 billion VND.
Nghi Son - Dien Chau expressway just opened to traffic on September 2.
In the first phase, Nghi Son-Dien Chau Expressway will be constructed with a scale of 4 lanes, 17m roadbed, and a design speed of 80km/h. The completed phase will increase to 6 lanes, 32.25m roadbed, and a design speed of 100-120km/h.
Son Hai Group Company Limited was established on April 13, 1998, headquartered in Dong Hoi City, Quang Binh Province. The main business lines are construction of all kinds of houses, construction of railways, roads, land leveling, cultivation, and real estate business.
Notably, in October 2022, Son Hai Group caused a stir in public opinion when it sent the Ministry of Transport a document committing to a 10-year warranty for the expressways of the North-South Expressway Project in the East constructed by this contractor. That is, Package 10-XL of the Mai Son - National Highway 45 section; Package XL-01 of the Nghi Son - Dien Chau section; the entire Nha Trang - Cam Lam expressway section and the packages in the 2021 - 2025 phase that this unit undertakes to construct.
