Passed 13 important draft resolutions

The meeting chair voted to pass the Resolutions.

Leaders of the Department of Finance, Department of Agriculture and Environment, Department of Construction, Department of Industry and Trade, Department of Home Affairs submitted 13 draft Resolutions to the Provincial People's Council for consideration. These draft Resolutions relate to many important issues on public investment; regulations on the authority to manage, use, and purchase public assets; issues of natural resources and environment to implement projects using land, especially policies to support businesses in a number of preferential and investment-encouraging fields.

Specifically: Resolution adjusting and supplementing the Medium-term Public Investment Plan for the period 2021-2025 - local budget source.

Resolution on adjusting and supplementing the public investment plan for 2025 - Local budget source.

Resolution stipulating preferential regime of land rent exemption for projects using land for production and business purposes in investment incentive sectors and occupations in Tay Ninh province.

Resolution approving the Project to establish the Tay Ninh Provincial Land Development Fund; charter capital level and plan to provide charter capital for the Tay Ninh Provincial Land Development Fund.

The Resolution stipulates the authority to decide and approve tasks and estimates of regular expenditures for purchasing assets and equipment; decentralizes the authority to decide and approve tasks and expenses for renovating, upgrading, expanding, and constructing new construction items in invested construction projects of agencies and units under the management of Tay Ninh province.

Resolution regulating the authority to manage, use public assets and purchase goods and services of Tay Ninh province.

Resolution on approving the adjustment of local budget revenue and expenditure settlement in 2023.

Resolution on approving the list of land plots for bidding for investment projects using land in Tay Ninh province in 2025 - phase 1.

Resolution on approving the list of works and projects on land acquisition for socio-economic development for national and public interests in Tay Ninh province in 2025 - phase 2 .

Resolution on the list of projects allowed to change the purpose of using rice-growing land to other purposes in Tay Ninh province in 2025 - phase 1.

The Resolution stipulates support for loan interest rates at credit institutions for investment projects in bus vehicles, investment in construction of infrastructure for public passenger transport by bus; support for operating costs of public passenger transport by bus; support for users of public passenger transport services by bus through policies on exemption and reduction of ticket prices in Tay Ninh province.

Resolution regulating expenditure contents and expenditure levels for local industrial promotion activities in Tay Ninh province.

Resolution stipulating measures to ensure the implementation of democracy at the grassroots level in Tay Ninh province.

Provincial People's Council delegates discuss in groups.

The provincial People's Council delegates were divided into 2 groups to focus on discussing and contributing quality, focused opinions to the reports and submissions of the draft Resolution.

At the discussion session in the Groups, the majority of delegates agreed with the reports, submissions, draft Resolutions of the Standing Committee of the Provincial People's Council, the Provincial People's Committee; and the verification reports of the Committees of the Provincial People's Council presented at the session.

At the same time, a number of issues were raised such as: adding subjects eligible for the policy of fare exemption and reduction when using public passenger transport services by bus; clarifying the subjects of application and preferential regime of land rent exemption for projects using land for production and business purposes in investment incentive sectors and occupations in the province; expenditure content and expenditure levels for 22 industrial promotion activities in the province.

Based on the opinions of the Provincial People's Council delegates, leaders of the Provincial People's Committee and specialized agencies under the Provincial People's Committee, leaders of the People's Committees of districts and cities explained, accepted and clarified a number of contents, thereby creating consensus and unanimity among delegates when voting to approve the contents presented at the Session.

Concluding the discussion session, the Provincial People's Council delegates assessed that the contents presented at the meeting had been fully prepared by the advisory agencies, responsibly and had sufficient legal basis. The Provincial People's Council Committees proactively and actively examined all contents according to regulations and provided many opinions as a basis for the delegates to consider and decide.
