Recognizing the achievements of the determination, efforts and continuous striving of the Party Committee, government and people of Tho Xuan district in implementing the movement of joining hands to build new rural areas, the Prime Minister signed a decision to recognize the district as meeting advanced new rural standards in 2023 (in Decision No. 1339/QD-TTg dated November 6, 2024). Accordingly, Tho Xuan has become the first district in Thanh Hoa province and the North Central region to be recognized as meeting advanced new rural standards.

In 2019, after receiving the Certificate of recognition of the district meeting the new rural standards, imbued with the viewpoint: "Building new rural areas is a central and continuous task", the Party Committee and the government of Tho Xuan district continued to focus on leading, directing, organizing and implementing proactively, comprehensively, methodically, with a roadmap and appropriate and effective solutions.

Accordingly, the district has completed the Steering Committee for New Rural Development and implemented solutions to improve the quality of New Rural Development criteria. In the process of leadership, direction and implementation, the principle of "easy to do first, difficult to do later" and specific programs and plans of organizations in the political system have been always followed, with the assignment of responsibilities to collectives and individuals, especially the responsibilities of the leaders in a specific, clear, non-overlapping manner. At the same time, attention has been paid to issuing mechanisms and policies to stimulate demand and create motivation for development, thereby contributing significantly to encouraging and stimulating communes to actively promote production, improve people's lives, improve rural infrastructure, build a roadmap as well as accelerate the implementation of the advanced New Rural Development program.
From 2011 to 2023, the whole district mobilized over 18,308 billion VND. From the mobilized capital, the district invested in groups of criteria for building advanced new rural areas, focusing on 2 groups of criteria: building economic and social infrastructure and developing production. The results by the end of 2023, the program for building advanced new rural areas compared to when the district achieved new rural standards in 2019, showed that: The growth rate of the district's production value in 2023 reached 6.3%. The economic structure of the agricultural, forestry and fishery sector accounted for 18.6%; the industry and construction sector accounted for 54.2%; the service and trade sector accounted for 27.2%. The scale of production value at actual prices reached 21,596 billion VND (1.8 times higher than in 2019). |
Tho Xuan farmers compete to develop production
Regarding agriculture, the district has focused on leading and directing agricultural development towards large-scale commodity production, applying high technology according to the value chain. Livestock farming continues to develop in a concentrated, large-scale direction, ensuring biosafety of businesses, farms, and ranches.
Industry and construction continue to maintain and develop, expanding production scale. By 2023, there will be over 150 enterprises in the industrial sector in the district; the value of industrial and construction production in 2023 will reach 11,696 billion VND (2.2 times higher than in 2019). This is the industry that accounts for a large proportion of production value in the district's economy, attracting over 22,000 workers (2.7 times higher than in 2019). Traditional occupations and craft villages are increasingly diverse, contributing to shifting the labor structure, creating jobs, and increasing income for people.

Regarding capital mobilization for development investment in 2023, it will reach 6,001 billion VND (1.3 times higher than in 2019). Up to now, 9 projects have been approved for investment in the district with a total registered capital of 1,024.2 billion VND. Trade services have improved a lot, with the average production value in 2023 reaching 5,876 billion VND (1.6 times higher than in 2019).
Culture and society continued to have progressive changes; key education and high-performance sports remained in the leading group of the province; social security was ensured; national defense and security were maintained.
By the end of 2023, Tho Xuan district had 14/26 communes meeting advanced new rural standards (53.8%), 2 communes meeting model new rural standards, 18 villages meeting model new rural standards; completing 9/9 criteria of advanced new rural districts. |
It can be affirmed that the outstanding results achieved after the process of implementing the advanced NTM have made the rural appearance of Tho Xuan increasingly prosperous. Looking back on the past, the Party Committee, the government and the people of Tho Xuan district are confident with the achievements they have reaped. Receiving the Certificate of recognition of the district meeting the advanced NTM standards is an honor and pride for the Party Committee, the government and the people of Tho Xuan district. This is also an achievement to welcome the victory of the Resolution of the 27th District Party Congress; is the result of the determination of the leadership and direction of the Provincial Party Committee, the People's Council and the Provincial People's Committee; the consensus and strong determination of the entire political system, along with the joint response of the people.
Determining that building a new rural area and an advanced new rural area is always a "revolution" without an end point, because its core values are to improve the material and spiritual life of the people, truly arouse internal strength and promote the strength of the entire political system, turning each rural area into a peaceful, innovative and developed land, in the journey for the next stage, Tho Xuan district has set specific goals: Continue to build a sustainable new rural area, improve the quality of the criteria for an advanced new rural district; strive to complete 26/26 communes meeting the advanced new rural standards, 6 model new rural communes associated with ward criteria. Strive to become a town before 2030, an important driving force, contributing to making Thanh Hoa a new growth pole in the North of the country.

In order for Tho Xuan to become a town before 2030, an economic center, a crossroads between the plains, midlands and mountains, Vice Chairman of the Provincial People's Committee Le Duc Giang requested the Party Committee, government and people of Tho Xuan district to perform well a number of tasks:
Firstly , continue to consolidate and build a great solidarity and unity bloc, improve the effectiveness and efficiency of the entire political system, especially improve the leadership capacity and public service performance of the team of cadres and civil servants.
Second , do a good job of building and rectifying the Party and a clean and strong political system; streamline the apparatus in accordance with the direction of the Central Committee; focus on leadership and direction to successfully organize Party Congresses at all levels for the 2025-2030 term.
Third , to effectively implement planning management; closely follow the province's planning to review, update, supplement, and adjust Tho Xuan district's regional planning, land use planning, etc. to ensure consistency, unity, and maximum exploitation of the district's comparative advantages and geographical location to open up new development space.
Fourth , focus on developing industry - construction, trade, services, associated with urban development; speed up the construction progress of Lam Son - Sao Vang Industrial Park, industrial clusters in the district... Develop tourism, associated with exploiting strengths, cultural heritage, history, ecological environment, investing in upgrading infrastructure, creating many new tourism products, satisfying tourists.
Fifth , education must always be identified as the top national policy, investment in education is investment for the future. Therefore, in the coming time, Tho Xuan district needs to focus on strongly and comprehensively innovating education and training, and have strong enough policies for Tho Xuan district's spearhead education to rise to the top of the whole province.
Sixth , for Tho Xuan district, agriculture still plays an important role, is the pillar, the economic foundation. Therefore, the district needs to continue to effectively implement mechanisms and policies on agricultural development, especially the policy of land accumulation and concentration to develop large-scale agriculture, develop OCOP products, attract investment to develop agriculture and the rural economy.
Seventh , the Party Committee, government and people of Tho Xuan district need to preserve and promote the cultural and spiritual values of their homeland to serve the development of the district and the province.
