The Government agreed not to include pork in the list of price-stabilized goods and services in the draft Law on Prices (amended).

In the report sent to the National Assembly Standing Committee on June 17, after receiving opinions from many National Assembly deputies and public opinion, the Government agreed not to include pork in the list of goods and services subject to price stabilization in the draft Law on Prices (amended).

During the discussions at the hall on May 23 and June 1, many National Assembly deputies said that pork and milk for the elderly in the list of State-regulated goods are not appropriate. Instead, the list of price-stabilized goods should be an open list, not fixed in law and the Ministry of Finance should decide which goods will be stabilized.

Delegate Nguyen Kim Anh (Bac Ninh delegation) said that pork is not essential because people's consumption habits are now more diverse, with a shift to using more seafood products, poultry eggs, and beef.

"Meanwhile, it is very difficult to calculate the cost of pig farming because our current pig farming is small-scale, with millions of households raising pigs, low productivity, and disease is still a challenge," said delegate Nguyen Kim Anh.

Regarding supply and market, delegate Nguyen Kim Anh said that currently 80% of pork is sold in traditional markets, so calculating product costs, supporting prices below cost, and intervening in prices is very difficult. Besides, if it is included in the price stabilization list, it will require a large amount of funding while the budget is in difficulty.

National Assembly deputies proposed that the Government effectively and fundamentally regulate the food market in general and pork in particular. The Government needs resources to support businesses in building cold storage and freezing livestock and poultry meat to regulate prices. When meat prices drop to low levels, releasing warehouses to stabilize prices, there needs to be policies to support livestock farmers in repopulating their herds, stabilizing the market, ensuring the interests of both livestock farmers and consumers, and aiming for exports.

Previously, Member of the National Assembly Standing Committee, Chairman of the Finance and Budget Committee Le Quang Manh presented a report on receiving explanations and revising the Draft Law on Prices (amended).

In the report on receiving, explaining and revising the draft Law, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh said that, receiving the opinions of the delegates, the National Assembly Standing Committee directed the careful study of the opinions of each relevant ministry and branch; careful review; and specific assessment of each item in the list of goods and services subject to price stabilization.

Regarding food and foodstuffs, Mr. Manh said, there were suggestions to add sticky rice, meat, eggs, vegetables, cooking oil, instant noodles, and cooking spices to the list. Based on the assessment of the necessity and supply and demand, the National Assembly Standing Committee found that these items have a very high market value; associated with the initiative of businesses trading in these items.

"Pork is a commodity with high consumer demand, basically essential for people, and if there is a problem with disease or supply... it will greatly affect people's lives. Therefore, taking into account the opinions of National Assembly deputies, pork has been added to the list," said Mr. Manh.

Thus, after removing pork and milk for the elderly, the list of goods and services with price stabilization in the draft Law on Prices (amended) includes:

1. Finished gasoline and oil products.

2. Liquefied petroleum gas.

3. Milk for children under 6 years old.

4. Rice, rice.

5. Nitrogen fertilizer; DAP fertilizer; NPK fertilizer.

6. Animal feed, aquatic feed.

7. Vaccines for livestock and poultry.

8. Pesticides.

9. Medicines for disease prevention and treatment for people on the list of essential medicines used at medical examination and treatment facilities
