Sa Pa builds a civilized urban area

In order for the emulation movement to study and follow Uncle Ho to take place enthusiastically, widely and practically among cadres, party members and people in the area, the Sa Pa Ward Party Committee regularly includes the contents of studying and following Ho Chi Minh's ideology, morality and style according to Directive 05-CT/TW in the programs and action plans to implement the Resolution of the Ward Party Congress. Every year, agencies and units deploy the registration of self-cultivation, training and striving for cadres, civil servants and public employees in the area. Each individual and collective of the ward is always enthusiastic in competing to perform their tasks, contributing to the overall achievements of the locality.

It has become a habit that every Sunday afternoon, residents of residential group No. 3, Sa Pa ward, clean up the area in front of their houses, hallways, sidewalks and some public areas around their residences. Participating in common activities not only helps the residential community area to be clean and beautiful, but also increases solidarity among neighbors and neighbors.

Residential Group No. 3 includes residential areas on Thach Son, Le Van Tam, Ngu Chi Son streets, and roads surrounding some locations of Mat Ngoc Lake and Xuan Vien Park. Previously, many corridors and sidewalks in this area were littered with garbage, not following the prescribed hours, and not sorting garbage at the source, making it dirty, unsightly, and uncivilized. Implementing the project to build a "Clean Sa Pa" of the Town People's Committee, households in the residential group have decided to thoroughly clean "from inside the house to the street" and sort garbage before dumping.

Ms. Le Thi Hoa, Secretary of the Party Cell of Residential Group No. 3, said: We actively disseminate to the people the town's regulations on building a civilized and modern Sa Pa urban area worthy of the National Tourist Area. It is very difficult to change the habits of the whole community, however, with the motto "slow and steady wins the race", we persistently carry out propaganda from individuals to families and residential communities. Changing a little bit every day will form good habits in the whole community, thereby contributing to building a civilized local urban area.

Like Residential Group No. 3, the remaining 6 residential groups and agencies and units located in Sa Pa ward are actively implementing the Project to build "Clean Sa Pa" of the Town People's Committee with "Green Sunday" and "Clean Saturday" attracting thousands of participants each month.

Ms. Hang Thi Mai Hoa, Vice Principal of Kim Dong Secondary School, said: The school is located in Residential Group No. 3, Sa Pa Ward. Following the direction of the Ward Party Committee, the school has actively promoted to students the awareness of becoming civilized urban citizens by speaking politely, behaving properly and civilly, especially each student is a propagandist in the residential community and family about environmental sanitation. The school also registered to ensure environmental sanitation for public areas such as Mat Ngoc Lake, Xuan Vien Park, Quan Yard and the streets surrounding the school.

Sa Pa Ward is also the leading locality in implementing Plan No. 127 dated August 10, 2023 of the Town People's Committee on mobilizing to remove encroachment on sidewalk corridors with many creative ways. With its location as the "golden land" of the town, in the past, for profit and the desire to expand the area, many business households arbitrarily encroached on corridors and sidewalks illegally, violating urban order and traffic safety. In order for people to grasp the local policy in implementing "clear roads and airy sidewalks", the ward regularly propagates on the loudspeaker system about urban management work, promptly commends families who have implemented well, reminds families who have not implemented well; takes steps to review, make lists, notify the clearance of corridors and sidewalks and enforce enforcement against cases of intentional violations after propaganda.

In particular, the ward established an Urban Order Team with 20 members, including secretaries and heads of residential groups, to mobilize households to voluntarily dismantle the construction extensions beyond the land use right certificates; and to thoroughly handle the situation of street vendors in the area that affects the urban beauty. Particularly with the peak content of restoring road traffic order in the area, which will be deployed in 2023, the functional forces have detected and handled more than 300 cases of violations in construction extensions (mobile awnings, corrugated iron roofs), temporary shelters in corridors, sidewalks and billboards... violating urban order regulations.

Ms. Do Thu Giang, Secretary of the Sa Pa Ward Party Committee, said: Sa Pa is one of the leading wards in urban management, building civilized streets and urban civilized wards of the town. This is an important result to implement the Resolution of the 23rd Sa Pa Town Party Congress, term 2020 - 2025 and the Resolution of the 2nd Ward Party Congress, term 2020 - 2025 in the criteria of urban civilization. 16 streets of the ward have been recognized by Sa Pa Town as urban civilization and Sa Pa Ward has been recognized as meeting the criteria of urban civilized wards.

Sa Pa urban area is increasingly civilized, green, clean, beautiful and more importantly, good habits have been formed from each individual and community. These are the results of the emulation movement to learn and follow Uncle Ho in Sa Pa ward. Effective models and methods in the ward have been replicated in localities throughout the town, creating a vibrant emulation movement, contributing to the development of Sa Pa.
