High School Graduation Exam 2025: One elective subject will be tested in two time slots

A notable change in the 2025 high school graduation exam is that an elective subject will be tested at two different time slots. To ensure security, the Ministry of Education and Training said it will increase the number of exam codes to 48 instead of the current 24.

This afternoon, March 28, at the online conference between the Ministry of Education and Training and 63 Departments of Education and Training on high school graduation exams, early-level enrollment and implementation of Circular 29, Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training) pointed out some notable new points of this year's high school graduation exam.

Double the elective subject code

Regarding the exam, Mr. Ha emphasized that the content focuses mainly on grade 12. The exam must follow the requirements of the 2018 General Education Program, not include content outside the program.

The test is distributed in the following direction: 40% at the knowledge level, 30% at the understanding level, 30 at the application level. Thus, 70% is inclined towards preparing for high school graduation. The application part is unfamiliar, not the contexts available in textbooks...

The exam regulations clearly state that the graduation score is only 50%, the remaining 50% is calculated from the 3-year high school study process. This is a change from before (70 - 30). Thus, the exam is only a part to evaluate the high school learning results of students.

The ability to be autonomous and self-study is one of the three common abilities of all subjects. The spirit of Circular 29 promotes the spirit of self-study of students, learning proactively instead of relying too much on the outside. Encourage students to make plans to improve their ability to self-study.

Mr. Nguyen Ngoc Ha also mentioned some new points in the organization of the exam. Accordingly, one of the issues that the departments are worried about is the process of arranging the exam rooms. The exam is only organized in 3 sessions, especially the 3rd session has only 1 session but has 2 subjects. For example, the physics subject can be tested in 2 time slots in that session. How is this handled?

For the convenience of students, they are arranged in a single examination room, without having to move around during the examination sessions. Even if one subject is tested in two different time slots, to ensure security, instead of only 24 exam codes, it is increased to 48 exam codes, 24 codes/time slot.

We will collect papers by exam room, not by subject. We have conducted tests and simulated up to 5 different subjects in 1 exam room at two time slots and found that it can still be handled.

This leads to a different printing process than before, although it is optimized to ensure that the exam room arrangement limits too many subjects in one exam room. The printing process is specified according to the number of subjects in each exam room.

Encourage localities to take mock exams like real exams

Mr. Ha also expressed his wish that localities organize mock exams and said that in the past, some localities had conducted mock exams like the real exam and the results were basically smooth. There were also some localities that conducted mock exams but the model was different from the Ministry's high school graduation exam, with 3 more sessions. "We request that the mock exam departments do it as similar as possible to the real exam model," Mr. Ha emphasized.

According to Mr. Ha, this year's exam will be held simultaneously for students taking the old program, those who have not graduated, or those who are taking the exam for university admission. The exam time and number of sessions will be different to avoid even the smallest mistakes, so different exam sites will be organized for different programs. At the same exam site, there will be no exam sets of two programs.

"During the process of local organizations organizing the trial exam, the Ministry of Education and Training will support the localities, and can raise concerns and questions; we will also support the exam marking software if the locality needs it...", Mr. Ha said.

During the exam organization, Deputy Director Ha also mentioned unusual situations that could occur and the departments must prepare immediate response scenarios. For example, some situations include: printing errors in the exam papers but only discovered when opening the exam paper bag; students writing the wrong information in the information box on the multiple choice answer sheet, exam paper; power outage in the exam area; poor communication system; traffic jams; unusual weather...
