On the afternoon of March 7, Prime Minister Pham Minh Chinh chaired a national online conference to disseminate and implement laws and resolutions recently passed at the 9th extraordinary session of the 15th National Assembly.
The conference was organized by the Government in coordination with the National Assembly Standing Committee and relevant agencies; it was connected online from the Government headquarters to connecting points in 63 provinces and centrally-run cities.
Also attending the Conference were Vice Chairman of the National Assembly Nguyen Khac Dinh, Deputy Prime Minister Le Thanh Long, Deputy Prime Minister Ho Duc Phoc, leaders of National Assembly agencies, ministries, ministerial-level agencies, government agencies, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the Office of the President, and leaders of provinces and centrally run cities.
At the Conference, Vice Chairman of the National Assembly Nguyen Khac Dinh thoroughly grasped the results of perfecting the institutional framework for organizational structure to implement the arrangement and streamlining of the organizational structure.
Deputy Prime Minister Le Thanh Long presented the Government's Summary Report on the implementation of laws and resolutions passed by the 15th National Assembly at the 9th Extraordinary Session.
Next, leaders of ministries, central and local agencies presented thematic reports.
In which, the leader of the National Assembly's Committee on Law and Justice presented a Summary Report on new points and key contents of the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and the arrangement and organization of the National Assembly's agencies.
The leader of the Ministry of Home Affairs presented a summary report on new points and key contents of the Law on Government Organization, the Law on Local Government Organization and the organizational structure and number of Government members for the 15th National Assembly term.
The leaders of the Ministry of Justice presented a summary report on new points and key contents of the Law on Promulgation of Legal Documents and the Resolution on handling a number of issues related to the reorganization of the state apparatus; and preparing resources for implementation.
Leaders of the Ministry of Science and Technology presented a summary report on new points and key contents of the National Assembly's Resolution on piloting a number of policies to remove obstacles in science, technology and innovation activities, and preparations for implementation.
Many new, groundbreaking, unprecedented policies
According to reports at the conference, the laws and resolutions passed by the National Assembly at the 9th Extraordinary Session stipulated many new, groundbreaking, and unprecedented policies, creating a legal corridor to handle practical issues, removing "bottlenecks in institutions and policies", clearly demonstrating the "breakthrough in legislative thinking", the spirit of innovation, daring to think, daring to do of the Government, ministries, branches, and localities in proposing law-making and the spirit of strong innovation in the legislative work of the National Assembly.
In particular, the amendment of laws on the organization of the National Assembly, Government and local governments has clearly defined the tasks and powers of agencies in the state apparatus system, the relationship between the National Assembly, Government and local governments, and clearly defined the principles and mechanisms of decentralization, delegation of power and authorization between the Central and local governments.
The amendment of the Law on Promulgation of Legal Documents is carried out with the spirit of innovation and breakthrough in thinking, working methods, authority, and the process of drafting and promulgating documents with an open spirit, simple and concise process, while at the same time strengthening the leadership of Party committees at all levels and the responsibility of heads of agencies in drafting and organizing the implementation of laws.
This is a particularly important Law, the amendment contributes to promoting decentralization, delegation of power, administrative reform, especially administrative procedures; promptly removing difficulties, obstacles, and institutional bottlenecks, arousing all potentials and unlocking all resources for development.
Resolution No. 190/2025/QH15 promptly handled issues arising during the implementation of the reorganization of the state apparatus, avoiding legal gaps in the context of not being able to amend and supplement a very large number of legal documents; ensuring the normal, continuous and smooth operation of the state apparatus and the whole society.
Resolution No. 193/2025/QH15 has stipulated many special policies, creating breakthroughs in the development of science, technology, innovation and national digital transformation such as: Accepting risks in scientific research and technological development; funding for scientific research and technological development according to the fund mechanism - through science and technology development funds; spending mechanism; commercialization of scientific research and technological development results...
Regarding the implementation of laws and resolutions passed at the 9th extraordinary session of the National Assembly, the Government Party Committee worked early with the National Assembly Party Committee to unify the content of the session.
The Government and the Prime Minister have directed ministries and branches to proactively coordinate with National Assembly agencies from the beginning in the process of drafting, submitting, and reviewing draft laws and resolutions to create high consensus and facilitate implementation.
Immediately after the Session, the Government and the Prime Minister directed the Ministry of Justice and the Government Office to coordinate with ministries and branches to review and fully determine the content of the Government, the Prime Minister, Ministers, and Heads of ministerial-level agencies assigned to issue detailed regulations; assign presiding and coordinating agencies and deadlines for submitting and issuing documents.
Expected to spend an additional 10,000 billion VND to implement Resolution 57
In his concluding remarks at the Conference, Prime Minister Pham Minh Chinh stated that the results of the work of law-making and submitting laws and resolutions to the National Assembly for promulgation at the recent extraordinary session showed that everything is difficult, but if we are determined, bold in doing, learn from experience while doing, gradually expand, closely follow the Party's policies and orientations, and closely coordinate between agencies in the political system, then no matter how difficult it is, we can do it.
Along with that, we must continue to promote the ideology of clear thinking, high determination, great effort, drastic and effective action, doing each job properly, finishing each job; the assignment must be "5 clear": clear people, clear work, clear progress, clear responsibility, clear product.
The Prime Minister said that in preparation for the Session, the Government has assigned Deputy Prime Ministers to directly direct the review of obstacles that need to be resolved and contents that need to be supplemented in a timely and effective manner. On this occasion, the Prime Minister would like to express his sincere thanks to the National Assembly, relevant agencies, experts, scientists, people and businesses for their active contributions to the drafting of laws and resolutions in accordance with regulations, shortening the time and improving quality.
The Prime Minister stated that the Conference had reached a high consensus and agreement with the reports, so it is necessary to organize the implementation of the laws and resolutions passed by the National Assembly well, in the spirit that "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the Fatherland has expected, then only discuss and do, not discuss backtracking".
The Prime Minister has assigned Deputy Prime Ministers in charge of the field and Ministers to directly direct the urgent development, consultation, completion, promulgation and submission of documents guiding the implementation of the laws and resolutions that have just been passed, with the requirement to complete in March 2025; at the same time, complete the promulgation of other outstanding guiding documents no later than April 2025.
According to the Prime Minister, there will be problems arising in the process of implementing and deploying laws and resolutions, because there are many new, difficult issues and pilot regulations, so it is necessary to pay attention to listening to feedback and suggestions from those who implement them, those affected, scientists, practitioners, people and businesses.
The implementation must be very determined, any problems that arise must be promptly detected, the address and content must be clearly pointed out for thorough discussion, amendment, supplementation and completion. What is ripe, clear, proven to be correct in practice, effectively implemented, and agreed upon by the majority must be legalized, put into regulations, and continued to be implemented. For contents that still fluctuate a lot or change quickly, continue to pilot and gradually expand, with the spirit of being open-minded, timely and flexible in policy response.
The Prime Minister also emphasized that agencies must attach importance to policy communication work; media and press agencies must be more active, especially in analyzing new and difficult issues, reflecting on shortcomings, obstacles, proposals and opinions of policy implementers.
The Head of Government noted the need for synchronous, smooth and effective coordination between agencies in the political system in the work of building and enforcing laws, with the spirit of putting the common good and common interests above all, first of all, meeting practical requirements, removing obstacles, mobilizing resources, the ultimate goal is to maintain independence, sovereignty, unity and territorial integrity, and the people are increasingly prosperous and happy.
The Prime Minister requested ministers, heads of sectors, relevant agencies and localities to continue to prioritize leadership, direction, human resources, time and finance for the work of building and perfecting institutions, improving quality, ensuring progress in building legal documents, and ensuring appropriate regimes and policies for those doing this work.
The Prime Minister said that through practical direction and management, there are still many problems that need to be solved. For example, regarding social housing development, the Prime Minister has assigned very high targets to localities, the demand is very large, so there must be mechanisms and preferential policies; however, currently, the preparation of investment policies and procedures for implementing a social housing project takes about 3 years on average, and rapid construction also takes 2 years, so it takes 5 years to complete a social housing apartment complex, or even longer.
Therefore, agencies are proposing a number of policies such as allowing procedures to be carried out at the same time, piloting the assignment of social housing projects to investors, localities must clear the land, and Party committees and authorities must get involved...
The Prime Minister once again emphasized the need to thoroughly grasp and effectively implement the viewpoint of identifying institutions as "breakthroughs of breakthroughs", but currently "bottlenecks of bottlenecks"; institutions must be open, infrastructure must be smooth, governance must be smart; institutions are resources and driving forces, institutions both create driving forces and resources; investment in institutions is investment in development, must be worthy of the efforts, dedication, intelligence and wisdom of those working in building and perfecting institutions.
At the same time, the work of building and perfecting institutions must ensure the comprehensive leadership of the Party; closely follow reality, originate from reality, respect reality, take reality as a measure; maximize the initiative and creativity of each individual, collective, and subject; pay attention to the opinions of the affected subjects, practitioners, people, businesses, and refer to international experience and knowledge (such as on high-speed railways, nuclear power plants, etc.).
Regarding the implementation of Resolution 57 of the Politburo on breakthroughs in science, technology, innovation, and digital transformation, the Prime Minister said that it is expected to spend nearly VND 10,000 billion from increased revenue and expenditure savings to meet the requirement of allocating at least 3% of total budget expenditure this year for this sector, along with other sources such as issuing bonds, transferring capital from one place to another... The Prime Minister requested ministries, branches, agencies, and localities to develop specific plans and projects for the Government to allocate budget.
With the spirit of respect for the law, with the goal of promoting the building and perfecting of a socialist rule-of-law state, innovating the law enforcement mechanism, closely linking law-making with law enforcement according to Resolution No. 27 of the Central Committee, the Prime Minister believes that the work of law-making and law enforcement will be increasingly innovative, effective, and meet practical requirements.
