On July 17, Deputy Prime Minister Tran Hong Ha chaired a national online conference to provide comments on the draft Decision of the Prime Minister on mechanisms and policies to solve employment and vocational training for people whose land has been recovered. Attending the conference at the Phu Tho province bridge were representatives of leaders of a number of departments, branches and localities.

The Draft Decision of the Prime Minister on the mechanism and policies for job creation and vocational training for people whose land is recovered, as prescribed in Clauses 2 and 3, Article 109 of the 2024 Land Law, was drafted by the Ministry of Labor, Invalids and Social Affairs, consisting of 10 Articles, aiming to institutionalize the Party's policies, guidelines and viewpoints; ensure the consistency and unity of the legal system; meet the needs of socio-economic development, towards ensuring sustainable employment for all workers, especially those whose land is recovered.
Accordingly, the subjects of application are employees whose land is recovered, including: employees who are supported according to the provisions of Clause 1, Article 109 of the Land Law (referred to as people whose agricultural land is recovered); people belonging to households and individuals according to the provisions of Clause 3, Article 109 of the Land Law (referred to as people whose business land is recovered) and relevant agencies, enterprises and organizations.
The draft clearly states that workers whose land is recovered will enjoy support policies within 5 years from the date of the land recovery decision; enjoy support policies on vocational training, support for domestic employment, and work abroad under contract.
At the conference, basically all opinions agreed with the content of the draft Decision, and at the same time proposed to adjust the support level to ensure fairness and suitability for each type of support.
Deputy Prime Minister Tran Hong Ha acknowledged and highly appreciated the Ministry of Labor, Invalids and Social Affairs for researching and collecting opinions from relevant ministries, branches and localities.
The Deputy Prime Minister emphasized: It is necessary to clarify the structure, conditions and forms of support based on actual conditions; specifically review and clearly identify the supported subjects, avoiding omissions due to non-specific concepts of supported people; it is necessary to specifically calculate support resources and support time ranges according to the implementation plans of localities.
Study specific support options, add provisions, and provide specific instructions to ensure fairness for beneficiaries. The Deputy Prime Minister requested the Ministry of Labor, Invalids and Social Affairs to summarize and finalize the report and submission to the Government for early approval based on the comments.
