Removing difficulties for ethnic minorities

The implementation of the National Target Program 1719 in Lao Cai province has shown that many projects and tasks have left a strong mark, contributing to changing the material and spiritual life of ethnic minorities and mountainous areas. However, through the implementation, there are still many difficulties and problems that need to be resolved soon so that the Program can maximize its effectiveness, especially in the implementation of Project 1.

In addition, to accelerate the implementation of the National Target Program 1719 after the impact of storm No. 3, orienting the contents and proposals for 2025, the period 2026 - 2030, Lao Cai province has proactively grasped the situation of ethnic minority areas in the area. From there, actively advised and issued many documents related to the deployment and implementation of ethnic policies.

Mr. Nguyen Xuan Nhan - Head of the Ethnic Minorities Committee of Lao Cai province said that in the first 9 months of 2024, the agency doing ethnic affairs in Lao Cai province has performed well the task of state management of ethnic affairs and the task of the standing agency for ethnic policies. Proactively and promptly grasping the situation of ethnic minority areas in the area; actively advising and issuing many documents related to the deployment and implementation of ethnic policies. Specifically, in the first 9 months of 2024, the Ethnic Affairs Department of Lao Cai province coordinated with sectors and localities to advise the Provincial People's Committee to submit to the People's Council to issue 6 Resolutions; directly issued 8 plans, 16 Decisions, 13 reports, 24 documents to direct, deploy, and evaluate the results of implementing ethnic affairs and the National Target Program 1719 in the area.

To effectively implement the policy of supporting land for ethnic minorities, Muong Khuong district is considered the locality with the largest number of poor households in need of support to build temporary houses in the province. Therefore, among the households eligible for support, many households do not have land use right certificates, which has affected the completion of procedures for house construction. To overcome this difficulty, Muong Khuong district has directed specialized agencies to coordinate with the People's Committees of communes and towns to proactively coordinate and support people to resolve problems and complete legal procedures for granting land use right certificates.

Mr. Luu Duc Manh - Deputy Head of the Department of Natural Resources and Environment of Muong Khuong district said that the Department has sent staff to communes and towns to coordinate with local authorities to review the location of people's houses to ensure that they are in accordance with the approved land use plan. At the same time, it has propagated and mobilized people to register their need for measurement, complete documents to have a decision to recognize it as residential land, then complete financial obligations, declare taxes to issue land use right certificates.

To ensure support for residential land and production land for ethnic minorities, Lao Cai Provincial People's Committee has issued Decision No. 04/2023 stipulating a number of contents on residential land support and production land quotas to implement the National Target Program 1719 in Lao Cai province. Accordingly, based on the land fund, actual conditions of each project and the needs of households that are beneficiaries of the policy, the People's Committees of districts, towns and cities consider and decide on the residential land area for each household, ensuring the principle of not being lower than the minimum area and not exceeding the maximum area.

To ensure the proposed plan as well as timely support for people in ethnic minority and mountainous areas, Mr. Nguyen Xuan Nhan - Head of the Ethnic Minorities Committee of Lao Cai province suggested that localities need to continue reviewing the annual plan tasks; the assigned tasks of the term to have an objective and specific assessment to promptly advise the Party Committee and the government to take timely measures to direct and resolve.

In addition, focus on removing difficulties in implementing the National Target Program 1719, especially the implementation of Project 1 on supporting residential land, production land, and domestic water for ethnic minorities and mountainous areas. From there, proactively advise, coordinate, guide, and urge communes to implement ethnic policies, ethnic affairs, and projects of the National Target Program 1719.
