According to the inspection agency's comments, during the period from January 1, 2020 to December 31, 2022, the Provincial Registration Office basically complied with and complied with regulations on management and use of state finance and assets; opened accounting books and documents and implemented financial reporting forms, settlement reports as prescribed and fulfilled its budget payment obligations as prescribed.
However, during the implementation process, the Office of Land Registration committed violations in financial management, asset management and investment management such as: Establishing accounting books on electronic devices but not printing the general accounting books on paper and binding them into volumes; using funds in internal spending regulations not in accordance with regulations; spending rewards not in accordance with regulations; the contract for renting GNSS satellite positioning measuring equipment did not fully state the content and rental period; and did not prepare project settlement records according to regulations.
The Provincial Inspectorate determined the total amount of money spent in violation of regulations and recommended the recovery and payment to the budget of 2.651 billion VND (rounded number). It recommended that the Acting Director of the Provincial Registration Office organize a review of the individuals who violated the regulations and promptly amend and rectify the shortcomings. Regarding the handling according to authority, the Provincial Inspectorate issued a decision assigning the Acting Director of the Provincial Registration Office to be responsible for recovering and paying the amount spent in violation of regulations.
In addition, the Provincial Inspectorate has recommended that the Provincial People's Committee direct the Department of Home Affairs to preside over and coordinate with relevant units to organize inspections and handle violations according to regulations against units and individuals.
