On the afternoon of April 23, Minister of Industry and Trade Nguyen Hong Dien chaired the online conference of the State Steering Committee for important national programs, works and projects, key to the energy sector, on the periodic meeting of the 500 kV line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).

According to EVN's report, to date, the project has completed handing over 1,177/1,177 pole foundation locations and 299/503 line corridor anchorages. Localities committed to basically handing over the line corridor site in April 2024 to organize pole erection and wire pulling.

Regarding construction progress, the project is implementing foundation construction simultaneously along the entire route. Up to now, 767/1177 foundations have been completed, 337/1177 steel columns have been handed over, 154 steel columns have been installed and 106 steel columns are being installed.

At the meeting, representatives of the investor and localities reported difficulties and made recommendations and proposed solutions to remove obstacles that the project is facing, ensuring the project is completed on schedule, and putting the 500kV line 3 into operation before June 30.

In Thanh Hoa, the 500 kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) has 2 components passing through the area, with a total length of 132km of line. The total number of households with houses and land affected by the 2 projects is 275, of which 85 households are subject to resettlement. With the efforts of the districts, towns and cities where the project passes, Thanh Hoa has mobilized the handover of all 299 column foundation locations and 97/137 anchorage spaces for the investor to implement construction.
Speaking at the online conference, Vice Chairman of the Provincial People's Committee Mai Xuan Liem said: Currently, the implementation of the construction of the power line through Thanh Hoa province is ensuring progress. Regarding capital sources and compensation policies, GPMB is flexibly applied by the locality in coordination with the investor on the basis of legal regulations and receiving consensus.

The Provincial People's Committee is directing the districts of Nga Son, Ha Trung, Hau Loc, Nhu Thanh, Dong Son, Thieu Hoa, Nong Cong, Trieu Son and the People's Committee of Nghi Son town to urgently speed up the progress of site clearance for the remaining anchorage areas, and mobilize the people to agree for the investor to pull the wire 100% of the anchorage areas before April 30 so that the investor can start the wire pulling construction from May 1. Thanh Hoa commits that by May 30 at the latest, it will ensure that the site is 100% clean of the anchorage areas to meet the conditions for energizing the line.
Concluding the meeting, Minister of Industry and Trade Nguyen Hong Dien acknowledged the efforts of the localities where the project passes through in coordinating site clearance and facilitating all aspects for the contractors. These efforts have brought the project to remarkable results, especially the handover of the column foundations and corridors of the entire project.

However, the Minister also affirmed that, compared with the direction of the Prime Minister, the current progress of site handover has not yet met the plan. In particular, the handover of the new route corridor has reached about 60%. Along with that, some equipment supply packages are behind schedule or at risk of being behind schedule compared to the contract, affecting the overall progress of the projects, especially the steel pole and power equipment supply packages.
To achieve the line's operational schedule by June 30, the Minister requested the Ministry of Natural Resources and Environment to coordinate with the Government Office to submit to the Prime Minister for approval a policy framework on compensation support for land acquisition. Provinces and cities where the line passes through must direct and urge localities to do a good job of propaganda and mobilization so that people can soon hand over the remaining anchorage areas, ensuring conditions for the wire pulling stage before April 30.
Along with that, he requested localities to urgently review and determine the number of resettled households, ensure relocation or support housing rental costs for households to relocate before June 15.
The Minister also requested Vietnam Electricity Group and the National Power Transmission Corporation to continue to inspect, urge and assist contractors in construction work; at the same time, coordinate with localities to complete the dossier for handing over the construction site; inspect and urge contractors to provide materials and equipment to ensure supply for construction and support localities in the work as well as protect the 500 kV line in the future.
