On the morning of March 11, Deputy Prime Minister Mai Van Chinh and Deputy Minister of Construction Bui Xuan Dung inspected the construction site of the Ho Chi Minh City Ring Road 3 project.

Ho Chi Minh City Ring Road 3 is a vital regional connecting route with a total length of 76km, passing through 4 localities including Ho Chi Minh City, Dong Nai, Binh Duong and Long An.

This project has a total investment of 75,378 billion VND. Of which, construction costs account for 33,788 billion VND, the remaining 41,590 billion VND is for site clearance.

Reporting on the progress, Mr. Luong Minh Phuc - Director of the HCM City Traffic Construction Investment Project Management Board (Traffic Board) said that currently, the construction work of the HCM City Ring Road 3 project packages is still guaranteed. Contractors are focusing on completing the substructure of the bridges, installing girders and treating weak ground.

It is expected that by the end of 2025, Ho Chi Minh City's Ring Road 3 will have 2 sections of more than 21km long open to technical traffic, 4 months earlier than planned, which is April 2026.

These two sections include 14.7km through Thu Duc City designed to be built on high ground (overpass) and about 6.5km through Long An province.

According to Mr. Phuc, on the occasion of April 30, some items near the intersection of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway will be basically completed to connect with the Nhon Trach Bridge project leading to Dong Nai. By June, vehicles can run through this section, in addition to increasing the connection between Ho Chi Minh City and Dong Nai, it will reduce pressure on the expressway.

The remaining 55km section of Ring Road 3 will be technically open to traffic on April 30, 2026, before the entire route is opened 2 months later as planned.

In addition, Mr. Phuc also reported to the Government leaders two difficulties encountered in this key project, including site clearance and lack of construction materials.

Regarding land acquisition, Long An and Dong Nai provinces have completed all of the land acquisition; Ho Chi Minh City has reached 99.8% and Binh Duong 94%. It is expected that by March this year, the land acquisition will be completed in its entirety.

Regarding the difficulty of materials, especially sand for embankment, the units proposed that the Government leaders continue to direct the provinces of Vinh Long, Tien Giang, and Ben Tre to increase the capacity of mines and speed up the procedures for exploiting new mines to ensure the progress of the project. In particular, Tien Giang province was proposed to support the provision of an additional 1.9 million m3 of sand this year to ensure the source of materials for the beltway.

At the construction site, Deputy Prime Minister Mai Van Chinh highly appreciated the efforts of Ho Chi Minh City, Binh Duong and Long An in implementing the project. Regarding some difficulties and obstacles, he asked the localities and related units to focus on proposing solutions.

He emphasized the goal of completing 3,000km of highways by the end of 2025 as directed by the Prime Minister. Therefore, the progress milestone of Ho Chi Minh City's Ring Road 3 as given above will contribute to this plan.

The Deputy Prime Minister also affirmed that Ring Road 3 is a key project, of great significance in expanding urban space, reducing congestion and connecting regions. Therefore, the construction process must be drastic, mobilizing maximum resources, and thoroughly resolving difficulties.
