At the Consultation Workshop on orientations to support women in starting businesses in the period of 2026-2035, Ms. Nguyen Thi Hao, Member of the Standing Committee of the Hanoi Women's Union, Director of the Hanoi Center for Vocational Education and Support for Women's Development, proposed solutions to support women in starting businesses more effectively and efficiently in the next period.
"Approaching the project to Support Women in Starting a Business in the 2017-2025 period (Project 939) from the Central Committee of the Vietnam Women's Union, the Hanoi Women's Union has specified it with a separate project. Based on the proposal of the Hanoi Women's Union, on April 18, 2018, the Hanoi People's Committee issued Decision No. 1901/QD-UBND approving the Project to Support Women in the Capital to Start a Business, chaired by the Hanoi Women's Union. The Women's Union at all levels also has many policies to help with synchronous implementation, creating favorable conditions for cooperation in organizing and implementing, perfecting the ecosystem to support women in the Capital to start a business, and having a center to perform permanent tasks around Project 939.
With such advantages, Project 939 has created a change in awareness and action, urging the women's start-up movement with a series of activities at all levels," said Ms. Nguyen Thi Hao.
However, in reality, the implementation of activities to support women in the capital to start businesses still has some shortcomings and limitations. Ms. Nguyen Thi Hao shared that the Hanoi Women's Union at all levels has supported 5,033 women to start businesses and start businesses, but only more than 500 projects have been developed at the enterprise scale, the rest are mostly at the scale of business households and production facilities.
Women in the capital account for a large proportion of the workforce in many fields. In the economic field, women business owners account for 26.7%; female household business owners account for 67%. In recent times, Party committees, authorities, and the Hanoi Women's Union at all levels have always paid attention to creating conditions for women to start businesses and develop the economy.
In addition, there are limitations in terms of resources, human resources, and finance. Specifically, the staff still has many limitations in terms of knowledge, entrepreneurial skills, consulting skills, and connecting to support women's development. Meanwhile, the staff system of the Association is being reduced, so there is a lack of human resources to guide the implementation of the Project. Regarding finance, there are still problems in lending policies. Although there are many lending policies, the requirements on procedures, regulations, and mechanisms such as mortgaging assets... are barriers for women to access loans.
From those limitations and difficulties, in the next phase of the Project to Support Women in Starting a Business (2026-2035) , Ms. Nguyen Thi Hao has advised and proposed 5 solutions to support women in starting a business suitable for the new situation.
Ms. Nguyen Thi Hao spoke at the Consultation Workshop on orientation to support women in starting businesses in the period 2026-2035.
First of all , according to Ms. Hao, there still needs to be a direction from the Central Government and the Government as a basis for localities to get involved, so that departments and branches have the responsibility to accompany and support women in starting a business. Ms. Nguyen Thi Hao emphasized the "responsibility" role of departments and branches, not just "coordination" as in the period of supporting women in starting a business 2017-2025.
Second, it is necessary to improve the capacity of the team of staff guiding and supporting women to start businesses; communicate to improve capacity appropriately for target groups such as women who have started businesses, women with startup ideas, etc.
Third , build an ecosystem to support women's startups, including organizations, authorities, associations, economic groups, international organizations, academies, universities, research institutes, etc. Ms. Nguyen Thi Hao also emphasized the role of large economic groups with resources and investment funds, so they should be assigned the task of accompanying and supporting women startups.
Fourth , strengthen consulting support, realize, mentor network to support women entrepreneurs, organize direct training programs, connect, support women entrepreneurs to exploit potential markets.
Fifth , replicate typical models and examples to spread the entrepreneurial spirit deeply and widely to all levels of members and women.
On the morning of December 3, 2024, the Vietnam Women's Union organized a consultation workshop on strategic orientations to support women in starting businesses for the period 2026-2035 to identify goals, tasks and solutions to support women in starting businesses to meet the requirements in the new situation.
The workshop was attended by representatives of ministries, branches, experts, startup consultants, organizations and units accompanying the Vietnam Women's Union, women entrepreneurs and representatives of the Women's Union at all levels.
The valuable information and useful sharing of the workshop will be an important basis for the Vietnam Women's Union to continue researching and adjusting solutions and activities to support and promote women's startups in an increasingly innovative and creative direction, keeping up with the strong development of science and technology, digital transformation, green transformation, and sustainable development of the country.
