Permanent Vice Chairman of Ha Tinh Provincial People's Committee Nguyen Hong Linh has just signed and issued Document No. 4859/UBND-NL5 dated September 11, 2023 on the examination, appraisal, and consultation on recognition of communes meeting new rural standards after the merger.
The new rural commune Nam Phuc Thang (Cam Xuyen) after the merger is changing every day.
Accordingly, the Provincial People's Committee assigned the People's Committees of districts and cities to base on Document No. 5424/BNN-VPDP dated August 9, 2023 of the Ministry of Agriculture and Rural Development on the implementation of the National Target Program on New Rural Construction for the period 2021-2025 for district and commune-level administrative units formed after the rearrangement and Decision No. 36/2022/QD-UBND dated December 9, 2022 of the Provincial People's Committee on promulgating the set of criteria for new rural communes to be implemented in the province for the period 2022-2025: Direct communes formed after the merger, based on the guidance of departments and branches, to focus on leadership, direction, self-review, and implementation of updating and perfecting the criteria according to the set of criteria for communes meeting new rural standards for the period 2022-2025.
The People's Committees of communes formed after the merger shall organize their own assessment of the level of achievement of new rural standards according to Decision No. 36/2022/QD-UBND dated December 9, 2022 of the Provincial People's Committee, prepare reports, complete dossiers, submit to the District People's Committee for review and recognition of achievement of new rural standards before September 30, 2023.
The District People's Committee shall organize the verification of the level of meeting the new rural standards of the communes formed after the merger according to the proposal of the Commune People's Committees; complete the dossier requesting the province to appraise and consider recognizing the commune meeting the new rural standards after the merger, and send it to the Department of Agriculture and Rural Development and the Provincial Office for Coordination of New Rural Construction before October 20, 2023.
Departments, branches and units are assigned to organize the assessment and appraisal of the level of meeting the new rural standards of communes formed after the merger according to the proposal of the district-level People's Committee; the appraisal report clearly affirms at the time of appraisal: Criteria, sub-criteria met or not met and clearly states the current status at the time of appraisal (level of meeting the new rural commune standards) and sends it to the Department of Agriculture and Rural Development, the Provincial New Rural Coordination Office before November 10, 2023.
Assign the Department of Agriculture and Rural Development to synthesize the report and advise the Provincial People's Committee to recognize the commune meeting the new rural standards formed after the merger, to be completed before November 30, 2023.

The communes formed after the merger must be recognized as meeting NTM standards, including: Yen Hoa, Nam Phuc Thang (Cam Xuyen); Khanh Vinh Yen, Kim Song Truong (Can Loc); Tung Chau, An Dung, Tan Dan, Hoa Lac (Duc Tho); Tan My Ha, Kim Hoa, An Hoa Thinh, Quang Diem (Huong Son); Binh An (Loc Ha); Dinh Ban (Thach Ha); Dong Mon (Ha Tinh City); Tho Dien (Vu Quang). The communes formed after the merger do not have to be recognized as meeting the new rural standards, including: Dan Truong (Nghi Xuan); Quang Tho (Vu Quang), Nam Dien, Luu Vinh Son, Tan Lam Huong (Thach Ha); Bui La Nhan, Lam Trung Thuy, Thanh Binh Thinh (Duc Tho). These are the communes after the merger that have been recognized as meeting the advanced new rural standards according to the Decisions of the Provincial People's Committee (Decision No. 283/QD-UBND dated January 26, 2022 and Decision No. 1337/QD-UBND dated July 1, 2022 of the Provincial People's Committee). Lam Hop Commune (Ky Anh District), after the merger, was recognized as a commune meeting new rural standards in Decision No. 218/QD-UBND dated January 15, 2021 of the People's Committee of Ha Tinh province. Two communes: Quang Vinh (Duc Tho), Viet Tien (Thach Ha) were voted by the Council to be recognized as advanced new rural communes and ensure the conditions to be included in the list submitted to the Provincial People's Committee. |
