Nghe An Provincial People's Committee has just issued a report on administrative reform work of Nghe An province in the first quarter and key tasks in the second quarter of 2024.

According to the assessment of the Provincial People's Committee, in the first quarter of 2024, the administrative reform (AR) work of the province continued to achieve clear results. Right from the beginning of the year, the leadership, direction and operation work continued to be focused on and implemented resolutely and synchronously by the Provincial PAR Steering Committee, leaders of the Provincial People's Committee and heads of sectors and levels.

The Standing Office of the Provincial Administrative Reform and related sectors promptly advised on the issuance of programs and plans and proactively organized their implementation. The spirit, responsibility, and working attitude of the province's cadres, civil servants, and public employees have had positive changes; discipline, administrative discipline, and basic public service ethics have been well implemented.

Through public opinion, it can be seen that the business community and people continue to have good recognition and evaluation of the results in the administrative reform work of the province.

In addition to the achieved results, the report also frankly pointed out the shortcomings and limitations: In some district-level units, commune-level cadres and civil servants still violated discipline, administrative discipline, and public ethics, leading to disciplinary action; Information and propaganda work on administrative reform in some departments, branches, and district-level People's Committees did not meet requirements, as shown through the results of synthesizing news articles posted on the unit's electronic information portal and on-site inspection by the province's Standing Office of Administrative Reform; Some agencies and units did not seriously implement the administrative reform information reporting regime, and did not send reports to the province's reporting information system; In some commune-level units, the facilities and working equipment of the One-Stop-Shop Section did not meet requirements, were degraded, but had not been invested in and upgraded. The information technology infrastructure system serving digital transformation in mountainous districts faced many difficulties...

The Provincial People's Committee has set out a number of key tasks for administrative reform in the second quarter of 2024, as follows:

- Continue to lead and direct sectors and levels to effectively and efficiently implement administrative reform work in the province. Synchronously and effectively implement the contents of Resolution No. 05-NQ/TU of the Provincial Party Committee to promote administrative reform in the province for the period 2021-2030; resolutely direct digital transformation in the province. Focus on directing the resolute implementation of tasks in the province's administrative reform program in 2024. In particular, focus on implementing the identified key tasks;

- Lead and direct departments, branches, and district-level People's Committees to organize and implement administrative reform tasks on time and with quality in programs and plans issued in 2024;

- Lead and direct the implementation of supervision, inspection and examination of the implementation of administrative reform tasks, direct innovation in the content and form of administrative reform propaganda. Direct the inspection of compliance with discipline and administrative discipline at units and localities, review and overcome shortcomings and limitations after inspection and examination, and handle violations. Propaganda and mobilize cadres and civil servants to participate in giving advice, providing solutions, experiences, innovations and new initiatives on administrative reform;

- Focus on directing 7 agencies and units according to the direction of the Provincial Administrative Reform Steering Committee.

- Improve the quality of consulting on drafting and promulgating legal documents to ensure quality, compliance with legal regulations, suitability for practice, and on time according to the Provincial People's Committee's Plan;

- Develop and complete the system of legal documents of the province. Prioritize the amendment and supplementation of legal provisions on functions, tasks, powers and organizational structure of state administrative agencies; Determine job positions and civil servant ranks according to the Government's Decree and guiding circulars of the Central Ministries and branches; Legal documents serving direction and administration; documents related to mechanisms and policies serving socio-economic development, investment attraction, social security in the province;

- Strengthen the review, inspection and processing of legal documents at all levels to ensure compliance with legal regulations, serving state management work.

- Direct all sectors and levels to seriously and fully implement the public and transparent content of all administrative procedures on the Portal/Website of the department, sector, locality, at the transaction place and other forms;

- Publicize administrative standards and regulations; receive and handle feedback and recommendations from individuals and organizations on administrative regulations;

- Continue to improve the efficiency and quality of operations of the Provincial Public Administration Service Center and the One-Stop-Shop at all levels. Effectively implement the reception and return of results under the one-stop-shop and inter-connected one-stop-shop mechanisms at the People's Committees at the district and commune levels. Arrange human resources and prioritize funding for administrative reform, especially funding to continue upgrading and modernizing the One-Stop-Shop at the district and commune levels;

- Require units to direct specialized departments to proactively handle overdue records that have not been resolved on the system. Require the One-Stop Department of agencies and units to guide and support people and businesses to submit records online with simple procedures;

- Upgrade the Nghe An province's administrative procedure settlement information system to carry out items serving the digitization of records; connect, share, communicate, integrate and synchronize data with national database systems and industry databases.

- Focus on prioritizing the appraisal and approval of job position projects of departments, branches, People's Committees of districts, cities and towns;

- Resolutely implement the Project to expand the administrative boundaries and urban space of Vinh city according to the roadmap. Urge the People's Committees of districts to implement the plan to rearrange administrative units at district and commune levels for the period 2023-2025, the period 2026-2030 according to Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo;

- Strengthen discipline and administrative order in agencies and units at all levels. Promptly and strictly handle cases of violations of public ethics.
