Focus on completing the criteria for building a Level 2 Standard Political School

On the morning of May 13, the Standing Committee of the Provincial Party Committee had a working session with the Board of Directors of the Provincial Political School on the results of maintaining the Political School at level 1 standards and reviewing the criteria for level 2 standards according to Regulation No. 11-QD/TW dated May 19, 2021 of the Secretariat. Comrade Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation chaired the meeting.

Attending the meeting were comrades: Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Giang, Deputy Secretary of the Provincial Party Committee; Pham Toan Thang, Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee; Duong Duc Huy, Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department.

According to the report of the Provincial Political School, as of April 2024, the school still has 6/67 criteria that have not been met according to the regulations of a level 2 standard political school.

Comrade Hua Tan Hung, Principal of the Provincial Political School, reported on the implementation results of the criteria.

In which, the criteria for staff and civil servants: The Principal and 1 Vice Principal do not have a PhD degree; 1 Vice Principal does not hold the position of senior lecturer; there is no typical advanced model recognized by the superior agency; there are not enough 50% of faculty leaders with PhD degrees, no faculty leaders hold the position of senior lecturer; there is no faculty leader who directs research and successfully defends scientific topics; the current teaching staff is only 33/42, reaching 78.5% (the regulation requires 80% to reach level 2 standards); 24/33 lecturers hold the position of main lecturer (lacking 3 main lecturers to reach 80%)...

Besides, the criteria on training and fostering activities; scientific research activities, summarizing practices; building Party school culture, implementing discipline and order still face many difficulties.

In terms of facilities, technical means and finance, there is currently a lack of student accommodation, traditional rooms, electronic libraries, multi-purpose halls, sports fields and modern facilities and techniques, applying advanced technology, effectively serving management, teaching, learning and research activities.

In order to complete the criteria for achieving level 2 standards in the coming time, the Board of Directors of the Political School has proposed and recommended a number of contents: Review, adjust and amend a number of criteria in Regulation No. 11-QD/TW accordingly; issue specific instructions on criteria for level 2 political schools, especially instructions on typical models in training, fostering, scientific research, and summarizing practices. The province continues to direct competent agencies to pay attention to advising on building a team of school officials who meet the standards according to regulations on qualifications, civil servant ranks, planning, rotation, and creating a source of cadres for the province; continue to implement the policy of financial support for students during their studies; direct the Department of Information and Communications and related agencies to help the Political School carry out digital transformation to serve management, teaching, learning and research; facilitate the school in assigning and implementing scientific topics and provincial-level scientific seminars; Relevant agencies advise the school to build a traditional room, electronic library, multi-purpose house, etc.

Speaking at the meeting, the Standing Committee of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee highly appreciated the results achieved in the work of training and fostering staff and building the school to meet level 2 standards in the past time, and at the same time analyzed and clarified a number of criteria that the Political School needs to implement in the coming time.

The Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee requested the Board of Directors of the Provincial Political School to continue to boldly propose to the Standing Committee of the Provincial Party Committee to register to organize a workshop on building a level 2 standard school; proactively research and purchase suitable student management software, build online meeting rooms to serve the digital transformation work; need to clarify the recommendation to consider, adjust and amend a number of criteria according to Regulation No. 11-QD/TW to specifically suit; the school continues to pay attention to input sources and the quality of lecturers to ensure the maintenance of the criteria after achieving them; for the criteria on facilities, the school must have a detailed plan and have a working session with the Provincial People's Committee before submitting it to the Standing Committee of the Provincial Party Committee...

Comrade Dang Xuan Phong, Secretary of the Provincial Party Committee, delivered a concluding speech at the meeting.

Concluding the meeting, Comrade Dang Xuan Phong, Secretary of the Provincial Party Committee, requested the school's Board of Directors and all cadres, lecturers and staff to be determined to achieve the goal of reaching level 2 standards. The Provincial Party Committee will direct relevant units to create all conditions and provide the highest support for the Political School to complete its tasks. Regarding the organization of a ministerial-level scientific conference, the Provincial Party Committee assigned the Propaganda Department and the Political School to research and organize it as soon as possible. Regarding the criteria of facilities, the Provincial People's Committee was assigned to coordinate with the school to review and agree on a master plan for systematic and methodical implementation.
