Announcing decisions regarding organizational structure and personnel.

On February 12th, the Dien Bien Provincial Party Committee held a conference to announce the decisions of the Provincial Party Committee and its Standing Committee regarding the reorganization of the organizational structure of agencies and Party organizations under the Provincial Party Committee, as well as personnel matters.

In implementing Resolution No. 18-NQ/TW of the Central Committee of the Communist Party of Vietnam on reforming and reorganizing the political system's organizational structure, the Dien Bien Provincial Party Committee has announced decisions to terminate the operations of various units; decisions to establish Party committees for provincial Party agencies; decisions to establish the Party committee of the Provincial People's Committee; decisions to merge the Propaganda Department and the Mass Mobilization Department of the Provincial Party Committee; and decisions on the transfer and appointment of cadres for individuals.

The Dien Bien Provincial Party Committee has announced the decision to terminate the operations of three units: the Provincial Party Committee and Steering Committee; the Party Committee of the Provincial Agencies and Enterprises Bloc; and the Provincial Committee for the Protection and Care of Cadre Health.

The newly established Party Committee of the provincial Party agencies consists of 21 members (19 assigned, 2 positions vacant); the Standing Committee of the Party Committee comprises 7 members.

A new Party Committee of the Provincial People's Committee has been established, comprising 27 members (currently 25 members have been assigned tasks, leaving 2 positions vacant); Mr. Le Thanh Do, Chairman of the Dien Bien Provincial People's Committee, is the Secretary of the Party Committee of the Provincial People's Committee.

The conference announced the decision to merge the Provincial Party Committee's Propaganda Department and Mass Mobilization Department to form the Provincial Party Committee's Propaganda and Mass Mobilization Department. After the merger, the Propaganda and Mass Mobilization Department will consist of one head and five deputy heads.

The conference announced and presented decisions on personnel transfers and assignments to individuals.

At the conference, Mr. Tran Quoc Cuong, Secretary of the Dien Bien Provincial Party Committee, requested that the Party Committees of the provincial Party agencies and the Party Committee of the Provincial People's Committee focus on developing specific plans and making thorough and meticulous preparations in all aspects to successfully organize their respective Party Congresses and to guide the congresses of grassroots Party organizations (for the 2025-2030 term) in accordance with regulations. At the same time, they should proactively monitor the situation and promptly advise the Provincial Party Standing Committee on directing and resolving any issues arising related to the organization of Party Congresses at all levels, ensuring that the implementation process proceeds on schedule, is rigorous, and effective.

The collective leadership of the Provincial Party Committee's Propaganda Department and Mass Mobilization Department, as well as each individual, are required to proactively advise the Provincial Party Standing Committee and the Provincial Party Committee's Executive Board on the Party's propaganda and mass mobilization work, and to directly supervise the implementation of these important areas of work.

Party committees and organizations at all levels are required to continue strengthening ideological work, promptly encouraging cadres and party members to work with peace of mind, maintain political steadfastness, and demonstrate the highest sense of responsibility; at the same time, party committees and organizations must pay attention to fully and promptly implementing policies and regulations for cadres, civil servants, public employees, and workers affected by the organizational restructuring process.

Provincial Party Secretary Tran Quoc Cuong also expressed his appreciation and commendation to the officials, leaders, and civil servants who voluntarily retired early to facilitate the restructuring of the province's organizational apparatus, thereby enhancing its effectiveness and efficiency.
